DSFederal,Inc. is seeking a qualified and experienced Project Manager to oversee and manage all work performed under the Federal Talent Acquisition Program. The Project Manager will serve as the primary point of contact for the stakeholders and will be responsible for ensuring the successful execution of project tasks, adherence to timelines, and achievement of project goals. The Project Manager is responsible for developing and maintaining a comprehensive Project Management Plan (PMP) for status updates, risk and mitigation reviews, and milestone progress checks.
This role requires strong leadership, excellent communication skills, and the ability to effectively manage and mentor a team to ensure the achievement of project goals. This is a contingent Position.
Job Duties/Responsibilities:
Project Management and Planning
• Develop and maintain a comprehensive Project Management Plan (PMP) that establishes the framework for project planning, scheduling, communications, and reporting.• Ensure the PMP includes status updates, statistics, risk and mitigation reviews, critical path analysis, and milestone progress checks.• Regularly update the PMP to reflect the latest relevant information and present it during scheduled meetings (Weekly Meetings, Monthly Status Reports, In-Progress Reviews).
Communication and Coordination
• Serve as the primary point of contact for the client, including the Contracting Officer’s Representative (COR) and other stakeholders.• Respond to ad hoc project-specific status requests from the client and provide status updates on all Performance Work Statement (PWS) tasks during Weekly Status Meetings.• Meet with the client’s Project and Technical Managers on an ad hoc basis to discuss technical matters, share ideas, review milestones, and address new and current issues.
Team Management and Staffing
• Determine the number of staff required for the project and ensure that all contractor personnel maintain current Delegated Examining certifications.• Coordinate with the client's Project Manager to ensure that all Quality Assurance personnel obtain a Delegated Examining certification within 90 calendar days of the start of performance.• Track the onboarding and security clearance status of all contractor personnel, including the issuance and maintenance of Personal Identity Verification (PIV) cards and Government Furnished Equipment (GFE).
Quality Assurance and Compliance
• Implement and maintain Quality Assurance (QA) and Quality Control (QC) procedures to ensure that Acceptable Quality Levels (AQLs) are met as described in the Performance Summary.• Incorporate feedback from HR staff, hiring managers, and subject matter experts (SMEs) into draft Job Opportunity Announcements (JOAs) and validate the accuracy of all vacancy information before posting.• Ensure compliance with Federal rules and regulations, published Federal hiring guidance, project SOPs, and operational notices.
Reporting and Documentation
• Provide detailed reports to the stakeholders, including Monthly Status Reports, In-Progress Review (IPR) reports, and other required documentation.• Maintain an inventory list of all GFE and PIV cards issued to employees and ensure that all records are current and accurate.• Track key dates and milestones using MS Excel or other tracking methods as determined by the Client.
6. Risk Management
• Identify and mitigate project risks, ensuring that all potential issues are addressed promptly.• Maintain a summary of open and closed issues, along with their impact and mitigation actions, in the Quality Status Report (QSR).Requirements
Experience Required:
· 10 years of experience with at least 5 or more years of relevant project management experience as a Project Manager.
Experience Preferred
· Experience with full-cycle talent acquisition. Knowledge regarding talent acquisition, and state and federal employment laws. · Proven experience in managing complex government contracts, including the ability to lead a team of HR specialists and ensure compliance with Federal HR laws and rules.
Technical Skills Required:
· Strong project management and organizational skills. Excellent communication and interpersonal skills. Proficiency in quality control methodologies and detail-oriented practices.· Ability to train and mentor staff effectively. Technical Federal HR knowledge to verify achievement of AQLs. · Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities. · Proficiency in project management tools and methodologies. · Experience drafting and submitting budget proposals and recommending subsequent budget changes where necessary.
Strong, fundamental skills in technology/platform supporting business operations and communications. · Ability to develop and maintain collaborative working relationships with business leaders.
Certification Required:
· Must maintain a current Project Management Professional (PMP) certification or demonstrate evidence of five or more years of relevant project management experience.
Education Required;
· Bachelor's degree in Human Resources or other Business specialties.
