DSFederal is seeking an experienced Program Manager (PM) to support a federal agency’s IT services program. The Program Manager will be responsible for leading multiple cross-functional project teams on complex projects, ensuring adherence to Portfolio Management standards, and utilizing Agile Scrum development methodology. This role requires effective communication at senior levels within a customer organization and the orchestration of both customer and contractor personnel through the formulation, execution, review, and validation of task plans and deliverable items.

Job Duties/Responsibilities:
Leadership and Team Management:
· Lead and manage multiple cross-functional project teams.· Direct teams in the implementation of new or enhanced technical capabilities within a customer organization.· Ensure effective utilization of team capacity and resources.Program Planning and Execution:· Develop and maintain comprehensive project plans and updated schedules.· Conduct kickoff meetings and prepare briefing materials.· Oversee the formulation, execution, review, and validation of task plans and deliverable items.
Stakeholder Communication:
· Communicate effectively at senior levels within the customer organization.· Prepare and deliver formal presentations as needed.· Schedule and conduct weekly status meetings and provide weekly status/progress reports.Requirements Analysis and Documentation:· Analyze and produce or update application documentation for all program requirements.· Collaborate with technical personnel, business sponsors, and other stakeholders to clarify requirements and define needs.
Quality Assurance and Risk Management:
· Ensure all business, technical, and security requirements are met and validated.· Prepare and conduct walkthroughs of new or modified systems for the government.· Develop and maintain a Quality Control Plan.
Reporting and Deliverables:
· Prepare and submit monthly status reports summarizing personnel gains and losses, schedule updates, cost updates, accomplishments, risks, issues, and performance metrics.· Provide Earned Value Management reporting as required.
Program Transition:
· Develop and implement Transition-In and Transition-Out PlansRequirements
Technical/Skills Required:
· Strong leadership and team management skills.· Excellent communication and presentation skills.· Proficiency in project management tools and methodologies.· Ability to analyze and interpret complex requirements and provide actionable insights.· Experience with all project management facets – scope management, schedule management, quality management, cost management, staff management, change management and risk management.· Ability to interface with customer staff at all levels to identify customer needs and priorities, customer communication preferences, and customer requirements.· Ability to devise approaches for managing customer expectations and reaching high levels of customer expectations.· Excellent problem-solving and decision-making abilities.· Exceptional organizational and time management skills.· Ability to effectively manage multiple complex tasks simultaneously.· Strong problem-solving and decision-making abilities
Experience required:
· 10+ years of experience with at least 5 years as a Project and Program Manager.
Preferred Experience:
· Experience in leading multiple cross-functional project teams on complex projects in the Federal government.· Experience with Portfolio Management standards and Agile Scrum development methodology.· Experience managing $20M+ contracts.· Demonstrated ability to communicate effectively at senior levels within a customer organization.· Experience in orchestrating customer and contractor personnel through task plans and deliverable items.· Knowledge of industry’s best practices processes, such as the Project Management Institute’s PMBOK®.
Certification
Required:
Project Management Professional (PMP) certification.
Education Required:
· Bachelor’s degree in Business Administration, Information Technology, or a related field. Advanced degree preferred.
