Role Overview:
Chartis Federal is seeking a dynamic and results-driven Business Development Capture Manager to join our team. As a Business Development Capture Manager, you will play a critical role in driving business growth and expanding our client base within the federal government sector.
Key Responsibilities:
1. Capture Management:· Lead the complete capture lifecycle, from solution and strategy development to proposal submission, ensuring robust solutions, strategic approaches, customer-centric value propositions, and competitive pricing informed by Price to Win (PTW) analysis.· Ability to manage multiple contract vehicle pursuits and task orders simultaneously. · Conduct comprehensive customer and competitor research, delivering analyses that inform strategic solutions and competitive pricing strategies.· Lead and facilitate bid/no-bid decision discussion with leadership. · Collaborate with subject matter experts and team members to define and document solutions that align with customer requirements.· Facilitate proposal reviews to ensure alignment with strategy, solutions, and value propositions, and support competitive pricing strategies.· Work to execute the needed NDA, Teaming and Partnership agreements and contracts in order to form a winning team for proposal submissions.2.
Business Development:· Support the Business Development (BD) Team in devising and executing strategies for BD, Capture, and Proposal activities.· Collaborate with executive leadership to cultivate and manage the corporate pipeline.· Conduct gap assessments, formulate partner strategies, and engage potential partners to address identified gaps. Identify and cultivate new business opportunities within the Department of Defense (DoD) and our federal civilian government practice.· Actively seeking out new business opportunities within the federal civilian government sector and DoD, keeping a keen eye on emerging trends, policy changes, and upcoming projects.· Work to ensure that all eligible opportunities are tracked and targeted by Proposal Team. Make contacts with counterparts on larger GWAC contract teams in order to position Chartis for successful task order response and award.3. Proposal Support:· Develop and implement streamlined proposal processes, tools, and templates aligned with company Quality Assurance standards to enhance efficiency for proposal teams.· Provide comprehensive support across the entire proposal response lifecycle for high-profile opportunities, ensuring compliant, compelling submissions delivered on time.· Mentor proposal team members, contribute to proposal writing, and lead and participate in color team reviews to refine and strengthen proposal submissions.· Drive business growth through the creation of compelling and successful proposals.Requirements
Qualifications:
· Bachelor's degree in Business Administration, Marketing, or a related field. · At least 7 years of experience leading business development activities for the U.S. Federal Government and designing winning proposals for Federal Government contracts (both single award proposals and contract vehicles).· At least 7 years of experience managing proposal development for Defense, Homeland Security, or Intelligence clients.· Excellent multi-tasking abilities - supporting multiple projects at once.· Proven track record of success in business development within the federal government contracting space.· Experience with and comfortable partnering with Executive Leadership on NDA, Teaming Agreements and executing contracts.· Experience with developing the proposal pricing narrative, supporting the pricing build-up sections and price to win strategies is highly desired.· Shipley Proposal Certification highly desired.IMCS III or IV, CIO-SP3, TacCom II,GSA Schedule and similar larger GWAC/IDIQ contract experience is preferred.
