DSFederal,Inc.is seeking an experienced Program Manager (PM) to support a federal agency’s IT services program. The PM ensures performance against contract and project requirements; serves as a single point of accountability and responsibility to the government; coordinates and ensures completion of deliverables, and other contractual requirements. The PM will oversee the execution of projects related to the development, maintenance, and enhancement of the customer’s website and associated microsites.
The PM should serve as a counterpart and the main conduit for information and discussion with the customer. This is a contingent Position.
Job Duties/Responsibilities
Project Planning and Execution:
- Develop and maintain a comprehensive Project Work Plan, including timelines, milestones, and deliverables.
- Establish project controls that facilitate performance measurement, quality assurance, and improvement.
- Ensure the timely completion of all project tasks in accordance with the client’s requirements.
Communication and Coordination:
- Serve as the main conduit for information and discussion with the client.
- Participate in weekly Team calls with the clients to discuss project status and monthly reports.
- Provide written notes for all project-related calls and meetings.
Quality Assurance and Risk Management:
- Implement a Quality Control Plan to conduct quality assurance, configuration management, and security management for clients.
- Identify potential risks and develop mitigation strategies to address them.
- Ensure compliance with information security and privacy requirements, including Enterprise Performance Life Cycle (EPLC) processes.
Technical Oversight:
- Demonstrate understanding and proficiency in addressing website maintenance, security, and development tasks.
- Ensure the integration of tools and prototypes that meet security and accessibility standards.
- Maintain the security posture of the client’s website, delineating responsibilities, performance, and service levels.
Documentation and Reporting:
- Submit the Project Work Plan in MS Word, MS Excel, and Adobe PDF formats as agreed upon with the clients.
- Provide monthly progress reports, vulnerability scan findings, and other required documentation.
- Ensure all electronic and paper records are appropriately disposed of and all devices and media are sanitized in accordance with NIST SP 800-88 guidelines.
Requirements
Experience Required
· 8 years of experience with a minimum of 5 years in program management, preferably within a government contracting environment.
Preferred Experience
· Experience leading Web development projects in support of the Federal Government.· Experience leading Web development projects at the Department of Health and Human Services.
Technical Skills Required
· Experience in managing web development projects, including Drupal 10 or later implementations. · Familiarity with HHS EPLC framework and methodology.· Knowledge of security and privacy requirements in a government context.· Strong understanding of WCAG 2.0, 2.1, and 2.2 accessibility standards.· Excellent communication, leadership, and organizational skills.· Proficiency in project management tools such as Trello, MS Project, or similar.· Ability to work effectively in a remote environment and manage distributed teams.· Experience with all project management facets – scope management, schedule management, quality management, cost management, staff management, change management and risk management.· Ability to interface with customer staff at all levels to identify customer needs and priorities, customer communication preferences, and customer requirements.· Ability to devise approaches for managing customer expectations and reaching high levels of customer expectations.
Education Required
· Bachelor’s degree in Project Management or Information Technology or a related field.
Certification
·
Required:
PMP (Project Management Professional) certification or equivalent.
