The Senior Health Care Associate provides content and project management leadership in the execution of projects within the Quality Measurement and Research Group at NCQA. The position manages large, complex projects related to the development and evaluation of quality measure initiatives and NCQA programs. he position works across NCQA departmental areas and with external clients and manages project teams to define and solve problems and assure quality across methods, project design, and analyses. The position involves a high level of engagement with internal and external subject matter experts and key stakeholders and effectively communicates results to a variety of audiences. Knowledge of health care data sources, including administrative, clinical, digital and survey data, is valued. Knowledge of a variety of health care topics e.g., health equity, behavioral health, prevention, chronic disease, geriatrics, as well as health policy is a plus.

Responsibilities:


Leads and manages measure development, program implementation and/or research activities.

  • Develop and apply content expertise to NCQA and externally funded projects.
  • Project management (e.g., planning, timelines, milestones, monitoring, budgets).
  • Convene expert advisory and stakeholder panels.
  • Guide preparation of supporting materials for meetings (e.g., evidence review summaries, presentations).
  • Prioritize issues and propose recommendations for key internal and external stakeholders.
  • Effectively manage up to promote strategic decision making.
  • Coordinate activities with outside experts and organizations.
  • Develop and implement a quality assurance process to ensure that all project deliverables are completed on time and are of high quality.
  • Develop and deliver presentations to stakeholders and clients. 
  • Develop team members and provide mentorship/guidance.

Write/guide the preparation of project deliverables.

  • Verbal and written communication with external stakeholders, clients, and NCQA staff.
  • Write project plans, reports, memos, and technical specifications.

Participate and support NCQA multi-function teams and workgroups involved in developing and enhancing NCQA measurement programs and services.

Requirements:


  • Bachelor’s degree 4-6 years of post-baccalaureate experience. Master's degree preferred. 
  • Extensive knowledge of health care systems, managed care and health care policy issues. Knowledge of scientific, technical, or policy issues in public health and medical services research.  

  • Excellent oral and written communication skills. 

  • Demonstrated experience working in complex environments with a high degree of organizational effectiveness.
  • Demonstrated ability to exercise appreciable latitude for independent judgment and action.
  • Knowledge or exposure to statistical analysis.
  • Proficiency with Microsoft Office Suite applications.

Compensation & Benefits:


  • For new hires, this position pays in the range of $75K - $80K per year, depending on experience.
  • This position is eligible for an annual incentive bonus, payable in accordance with policy.
