Government Capture and Mission Assurance Manager
, you will report to the VP of Government Relations and Defense and support the REGENT executive leadership team as necessary across business development and engagement opportunities. You will be responsible for
Proposal and Capture Management
through maintaining acute awareness across multiple opportunities, including SAM.gov, defense accelerators, and other federal and state database platforms for relevant RFP opportunities aligned with REGENT’s core mission. You will conduct market research and competitive analysis to inform capture strategies and collaborate internally to ensure alignment on pursuing potential opportunities.You will coordinate and collaborate with cross-functional teams to gather necessary information and inputs as you draft, review, edit, and submit compelling and compliant proposal content for state and federal grant proposals such as DoD SBIR and STTR opportunities, DOT, DOE, and individual state grant opportunities, RFI/RFP requests, and similar opportunities across government stakeholders ensuring they align with company capabilities and strategic goals.
You will execute capture plans to secure new contracts and lead the proposal development process from inception to submission and manage proposal timelines, ensuring all deadlines are met. You will also be responsible for
Mission Assurance
by identifying government contract compliance requirements, such as reporting, financial auditing, safety standards, and cybersecurity protocols. You will work with internal stakeholders and cross-functional teams to identify areas and timelines for implementation. Additionally, you will assess, develop, implement, and manage internal compliance documentation, records, and processes to ensure adherence to industry regulations and company policies. You will oversee regular internal compliance audits and assessments, provide training and guidance to team members on compliance matters, and stay updated on relevant regulatory changes and industry best practices.In addition, you will represent REGENT at industry and trade shows, domestic and international conventions, and other associated opportunities.
You will also be responsible for developing and implementing a long-term plan for Earned Value Management System (EVMS) compliance and supporting the development and implementation of the facility clearance process. Through this work, you will have a lasting impact across the transportation and national security sectors, helping bring zero-emission seagliders to market, reshaping and revolutionizing coastal transportation, and strengthening maritime defense logistics.
Required Skills & Qualifications:
- Bachelor’s degree in Political Science, Business Administration, Marketing, Engineering, or a related field
- 5+ years of experience in contract capture, proposal management, and compliance
- Proven track record of successfully securing new contracts ($500k - $5M+) and leading proposal efforts for DoD and Non-DoD sectors
- Strong understanding of industry regulations (FAR/DFAR, ITAR, etc.) and compliance requirements based on size, complexity, and sector
- Excellent written and verbal communication skills
- Strong organizational and project management skills and Gate review process
- Ability to work independently and collaboratively in a fast-paced environment
- Proficiency in Microsoft Office Suite and proposal management software
Desired Skills & Qualifications:
- Master’s degree in a related field
- EVMS experience
- Experience in the Aerospace, Maritime, or Defense sectors
- Project Management Professional (PMP)
- Knowledge of electric propulsion systems and/or aviation and maritime transportation
- A veteran of the Armed Services
