For more information, visit www.inovio.com.Job summaryThe National Director, Field Medical Affairs (FMA) will be responsible for providing leadership, oversight, and overall direction to the Medical Science Liaison (MSL) and Clinical Device Liaison (CDL) teams.

The National Director, Field Medical Affairs (FMA) will report to the VP of Medical Affairs and will establish the long‐term vision, strategy, plans, culture, objectives, and infrastructure for the Field Medical Affairs teams. This position will have corporate and field-based responsibilities, manage and provide strategic direction for the Field Medical Affairs teams, develop relationships with the external scientific and medical community, facilitate education on INOVIO’s clinical stage Recurrent Respiratory Papillomatosis program and DNA Medicine Platform, garner insights from the medical and scientific communities, engage payers and market access stakeholders and collaborate to support clinical trials as needed.

This role will also oversee and manage the CDL Team responsible for training on Inovio’s drug-device combination including use of device and proper administration.Essential job functions and duties

  • Develop and implement strategic Field Medical Affairs plans and objectives that align with Medical Affairs and INOVIO strategy for all marketed and pipeline products.
  • Lead and evolve, in response to company direction and growth, the Field Medical Affairs organization, including establishing and iterating Field Medical strategy and tactical plans.
  • Oversee execution of these plans and manage the associated budget; develop and provide meaningful reporting on field medical activities to management and key internal stakeholders.
  • Lead the identification of and interactions with Key Opinion Leaders (KOLs) in designated disease areas and/or geography. Develop and maintain relationships with thought leaders, other external experts, and principal investigators.
  • Oversee appropriate scientific exchange with the external medical community of Healthcare Providers (HCPs), KOLs, investigators and payers through robust and balanced communication of medical and scientific information on marketed and pipeline products, along with their disease states.
  • Ensure scientific, medical/clinical, and operational excellence through hiring, training, and mentoring a high-performing team of MSLs and CDLs to support initial product launch.
  • Represent the Field Medical Team as part of the Medical Affairs Leadership Team to guide and execute therapeutic area strategy and tactics with appropriate use of resources.
  • Build and maintain effective strategic relationships and influence across Medical Affairs Leadership Team and other relevant INOVIO stakeholders to effectively collaborate on the development and evolution of strategy, tactics, and operational excellence within Field Medical.
  • Leads Medical Affairs scientific engagement with payers and managed care decision-makers.
  • Lead development and implementation of training program for Inovio’s drug-device combination including use of device and proper administration.
  • Maintain clinical and technical expertise in the therapeutic area through review of the scientific/medical literature and attendance at scientific meetings.
  • In collaboration with key internal stakeholders, lead the development and execution of external engagement and educational strategies for centers of excellence, HCP’s, and thought leaders.
  • Ensure high quality presentations of scientific data to HCPs in various settings, including advisory boards, investigator meetings, and other appropriate venues to enhance product/disease state knowledge.
  • Provide support to clinical operations for investigators in ongoing clinical trials, investigator-initiated research, and registries consistent with company objectives and regulations.
  • Translate medical strategic priorities into clear field medical goals, objectives, and initiatives with clear, defined, time bound KPIs and metrics that demonstrate value for the medical organization.
  • Track and provide quantitative and qualitative data from MSL activities that demonstrate customer impact to the broader organization and ensure goal achievement.
  • Ensures field compliance of all relevant corporate policies and regulatory guidelines.
  • Ensure all Field Medical materials and activities reflect the highest standards of quality, strategic intent, and compliance.
  • Generate scientific and therapeutic area intelligence and lead translation of information into insights.
  • Direct field-based Medical Affairs attendance and coverage at congresses and meetings.

Minimum requirements

  • Advanced scientific degree (PhD, PharmD, or MD) required
  • Minimum of 7 years of Medical Affairs experience that includes Field Medical Affairs and leadership/management experience required
  • Background in rare diseases and/or first-launch companies
  • Ability to think strategically to define and prioritize Medical Affairs and MSL plans
  • Possession of business acumen to lead development and execution of personal and regional objectives and contribute to development of broader Medical Affairs and company objectives
  • Strong, consistent record of executing strategically and tactically in a highly matrixed environment composed of cross-functional, dynamic teams
  • Ability to critically evaluate scientific literature and evolving competitive landscape
  • High proficiency in problem solving and strong scientific analytical skills
  • Strong leadership skills, demonstrated ability to lead and evolve field-based medical teams to achieve Field Medical Affairs objectives
  • Payer and HEOR experience required
  • Excellent written and oral communication skills, including strong formal presentation skills
  • Strong interpersonal skills commensurate with the need to work closely with both external physicians/scientists and numerous internal business partners
  • Ability to think strategically about communicating to different stakeholders through all scientific engagement channels and aligning presentation to situations and people
  • Ability to manage and coach individual MSLs to ensure high-performance against current goals and build of strategic acumen while also focusing on long-term development
  • Ability to collaborate and develop compliant internal partnerships with marketing, sales, and market access
  • Detailed understanding of regulatory and professional guidelines associated with the compliant dissemination of medical information and HCP engagement (OIG, FDA, AMA, ACCME, and PhRMA guidelines)
  • Ability to maintain the highest degree of integrity, represent the company’s high ethics, moral behavior, and professionalism
  • Ability to travel up to 50%

The annualized base salary range for this role is $219,000 to $252,400 and is bonus eligible. Individual pay decisions ultimately depend on various factors including, but not limited to, relevant experience, knowledge, skills, education, geography, internal equity and alignment with external market data.
