CTI is seeking a highly skilled Senior Exercise Planner to join our team in Stuttgart, Germany!As a Senior Exercise Planner, you will play a critical role in planning and coordinating large-scale joint exercises for U.S. Indo-Pacific Command (USINDOPACOM). You will work closely with military and civilian personnel, as well as representatives from partner nations, to develop exercise objectives, scenarios, and training objectives.In this role, you will be responsible for leading the planning, coordination, and execution of various elements of our comprehensive exercise program.
You will oversee the test and evaluation components of exercises, ensuring data collection and analysis meets DoD standards and requirements. As a Senior Exercise Planner, you will also be responsible for mentoring and providing guidance to junior exercise planners.
Responsibilities include but are not limited to:
- Develop high-level exercise and experimentation plans and directives that align with mission objectives and operational requirements.
- Evaluate national policies and plans that govern continuity programs, ensuring alignment with exercise goals.
- Apply a broad understanding of group dynamics to foster a shared understanding of complex challenges among diverse teams.
- Collaborate with multiple military branches and agencies to integrate exercise components seamlessly.
- Oversee the budget for exercise planning and execution, optimizing cost-effectiveness and resource allocation.
- Craft detailed exercise and experiment designs, including scenarios, objectives, and evaluation criteria.
- Manage the experiment integration into events, ensuring planners and participants a collaborative and productive environment.
- Manage the test and evaluation components of the experiments, ensuring data collection and analysis meet DoD standards and requirements.
- Provide expert input to address shortfalls, prioritize requirements, and adapt planning efforts in response to environmental changes.
- Monitor the execution of exercises and experiments, ensuring strict adherence to plans and addressing any emergent issues promptly.
- Ensure that all exercises and experiments comply with regulations, standards, and best practices.
- Prepare comprehensive reports detailing performance, lessons learned, and recommendations for future exercises and experiments.
- Conduct thorough analysis of the exercise and experiments under government supervision and present findings to senior management.
- Monitor and review strategies, doctrine, policies, directives, and instructions relating to education and training, and make recommendations for compliance.
- Manage program evaluation and assessment to ensure they meet the strategic objectives.
Requirements
Necessary Experience and Skills:
- Must have an active U.S. government Top Secret security clearance and be SCI eligible. U.S. citizenship is required to obtain a security clearance.
- Experience working for Department of Defense (DoD), either in the military or worked with military organizations.
- Bachelor's degree in business management or related field. Or a minimum of 12 years of experience in Department of Defense (DoD) exercise planning in lieu of a bachelor's degree. Or a Master’s degree with minimum of 10 years of experience in Department of Defense (DoD) exercise planning in lieu of a Master’s degree.
- High level of expertise in military operations, strategic planning, and coordination with various stakeholders.
- Extensive experience in exercise planning with a proven track record of successful exercise execution.
- Strong analytical skills for policy assessment and independent analysis.
- Exceptional leadership abilities to organize diverse groups and build consensus on complex issues.
- Expertise in budget management and resource optimization within the context of military exercises.
- Must be able to travel on business internationally.
Beneficial Experience and Skills:
- Experience with briefing and delivering training to senior military and civilian leaders. Experience with exercise planning at the Service Component or Combatant Command level.
- Knowledge of the Joint Training Program (JTP) and the Joint Exercise Life Cycle (JELC) doctrine and processes.
- Advanced Service Planner Certification, including SAMS, SAASS, or JAWS Certifications.
