Core One is seeking a Financial Improvement and Audit Readiness SME to support the program. This position requires an active TS clearance with eligibility for a TS/SCI. This position is contingent upon contract award. 

Roles & Responsibilities:


  • Assist with examinations of financial records, processes, performance, and internal controls, both independently and as part of a team, under the oversight of the Comptroller’s RE&A Branch Head.
  • Document financial management assessments and implement chart improvements throughout the year.
  • Conduct analytical assessments of performance indicators to enhance financial operations, develop policies, and ensure audit readiness.
  • Update assessment checklists, research financial management (FM) regulations, provide post-assessment recommendations, author after-action reports, and prepare post-evaluation briefings.
  • Perform follow-up evaluations for deficiencies identified during command evaluations and reviews.
  • Develop and update business process documentation, capture data, identify business process control weaknesses, and conduct testing.
  • Support MARFORSOC in creating a training plan on relevant FIAR topics and provide training to MARFORSOC personnel.
  • Collaborate with stakeholders to ensure the availability, completeness, and central maintenance of training documentation for all of MARFORSOC’s fund control personnel.
  • Assist in preparing, implementing, and completing corrective action plans (CAPs) in areas identified by auditors.
  • Maintain a tracker of milestone due dates and completion status for all open CAPs and provide weekly status reports on open milestones.
  • Recommend solutions to mitigate deficiencies in control activities, processes, supporting documentation, and/or systems.
  • Support MARFORSOC’s Internal Control Program.
  • Maintain MICP deliverable submissions and tracking.
  • Assist with Entity Level Controls assessment for compliance with GAO’s Green Book Principles.
  • Support the Internal Controls over Financial Reporting (ICOFR) process.
  • Perform risk assessments on business areas prone to fraud risks such as Fleet Cards, Purchase Cards, Travel, Time Keeping/Payroll, and Op Funds.
  • Conduct monthly reconciliation of financial systems users, validating with the current Command Alpha Roster to ensure roles and access to MARFORSOC’s information are still required.
  • Assist with the preparation of annual reports, statements, and certifications.

Requirements:


  • Bachelor’s Degree in Accounting or related field (maybe substituted for appropriate level of experience).
  • Minimum 4 years of Marine Corps financial management experience with one of the following Military Occupational Specialties: 3451, 3404, 3408 – or - GS series 0501, 0510.
  • Proficiency with Marine Corps and DoD financial systems such as:
  • Standard Accounting and Budget Reporting System (SABRS)
  • Wide Area Workflow (WAWF)
  • Defense Travel System (DTS)
  • Purchase Request Builder (PR Builder)
  • Global Combat Support System-Marine Corps (GCSS-MC) and
  • SABRS Management Analysis Retrieval System (SMARTS).
  • Completed training in fiscal/appropriations law.
  • Skilled in assessing adequacy of source documents supporting financial transactions.
  • Skilled in conducting financial evaluations and monitoring transaction reports.
  • Candidate must also be proficient with Microsoft Office applications, including Excel, Access, PowerPoint, SharePoint, and Word.
  • Ability to interpret and apply financial management policies, processes and procedures.
