Job Description:


The Business Development and Capture Manager will report directly to the CGO and will be responsible for accelerating and ensuring smart measurable growth within the Federal Civilian, Health IT. The ideal candidate is a senior professional with experience in Marketing, Sales, Innovation, Research & Development, and Business Development with a proven record of generating Return on Investment through growth in these disciplines. Success in this role requires effective leadership and collaboration skills, a strong understanding of the market, and the drive and experience to help lead an organization through a period of growth.

The Capture Manager will be responsible for building and maintaining strong, effective relationships with ASG’s infrastructure (BD, Proposals, Capture, Contract, Talent Management), requiring a strong commitment to working in a team environment, adaptability, sound organization skills, and the ability to manage client relationships Strong interpersonal and communication skills, and the ability to create and execute a strategic plan are key to achieve the organization’s vision and strategic direction.The BD & Capture Director must possess a solid and mature understanding of the Federal government, established professional experience, direct and proven relationships in the  Federal Civilian, Health IT, and hands-on understanding of development lifecycle, systems integration, with emphasis on research and development in the life sciences sector, and related functional areas to grow a successful practice, leveraging our corporate assets and experience for adjacent and emerging markets. The candidate is expected to bring demonstratable, solid, well-developed relationships and contacts with government and private industries, including hands-on experience in the complete BD lifecycle process. The candidate must have: -Strong understanding of business drivers and information technology to support the development and growth of ASG’s entire portfolio of business in  Federal Civilian, Health IT. Proven experience in Cybersecurity, civilian agency IT, DISA, Intelligence or DHS.

Experience with major GWAC and IDIQs supporting Task Orders and long term capture. Understanding technology trends, systems, and application lifecycle and supporting these in the Defense and DHS sectors.

What You Will Do:


The Business Development and Capture Director will be focused on developing market strategies and implementing and executing the strategies on specific strategic pursuits. The BD Capture Director is responsible for developing an overall account strategy, developing, qualifying, maturing, and closing a high-value dollar pipeline of opportunities that support the account strategy. The candidate will take ownership and be accountable for the development and implementation of the win strategies, teaming, price-to-win strategies and leadership on activities from initial gate reviews through contract awards.

Their specific duties will include, but not be limited to, the following:

  • Responsible for identifying, shaping, and capturing federal services opportunities in assigned accounts.
  • Lead business development and capture process to include: customer contact, opportunity identification and analysis, competitive intelligence, gap analysis, and being directly involved in teaming strategy, teaming agreements, and supporting proposal responses.
  • Oversee capture, competitive analysis, teaming, partnership arrangements, pricing formulation (price to win), bids, and proposals.
  • Develop and maintain pipeline of opportunities, new customers, and projects in accounts through direct or indirect customer contact.
  • Communicate the value proposition through technology-centric presentations and proposals at industry events, conferences, and pre-sales events.
  • Implement and develop Partnership Management Strategy by forming commercial and strategic relationships that align with strategic goals and growth strategy.
  • Manage outward Client facing relationships and grow client portfolio.
  • Deliver outstanding customer experience with a results-oriented approach.
  • Help support other teammates as required and assist as necessary in improving business development, capture, and strategic planning processes within the organization.
  • Other duties as assigned.

Requirements

What We Need:


  • Bachelor’s degree in a related field.
  • Minimum of 15 years of experience working in Federal government contracting and Federal Civilian and/or Health IT, Business Development, P&L Management, Capture, and Pricing formulation that drive top-line growth.
  • Excellent communication and presentation skills (both written and verbal); ability to effectively articulate our mission and offerings in a clear and compelling manner.
  • Demonstrated ability to foster relationships with large business federal contractors, federal government contract officers and program managers, contract officers, and other personnel to identify opportunities.
  • Demonstrated ability to Develop a strong understanding of both customer issues and our information technology and consulting services to help align our services to address their issues.
  • Highly developed analytical, critical thinking, and problem-solving skills and understanding of GWACs, BOAs, SBIRs, Growth Operations (data, metrics, budget, compliance), and finances (P&L).
  • Experience conducting opportunity and information searches for opportunities using tools such as FBO, FPDS, USA Spending, Customer Forecasts, and internal databases.
  • Must display an extremely high level of verbal and written communication skills to present and inform customers of the company’s understanding of customer needs and requirements and ability to meet these requirements.
  • Must be able to independently respond to market survey and capability responses.
  • Must be able to be key contributor in shaping the win strategy write up with collaborative working with rest of the proposal team.

Minimum Qualifications:

  • Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, and Outlook); willingness to learn customized software and databases solutions.
  • Able to obtain and maintain DoD Top Secret Clearance preferred.
