Pivot Path Solutions is currently seeking an experienced and detail-oriented Senior Capture and Proposal Manager to join our team.

The Senior Capture/Proposal Manager will be responsible for overseeing the entire proposal development process, from initial capture planning to final submission. This role requires a blend of strategic thinking, meticulous capture management, and exceptional writing skills to produce high-quality, compelling proposals that win new business. The ideal candidate will have extensive experience in proposal writing in the federal contracting space. This is a hybrid position requiring the candidate to visit the corporate office in Northern Virginia on a monthly basis or as needed.

Key Responsibilities:


Capture Management: 


  • Use government procurement databases such as GSA eBuy, SAM.gov, GovWin, FPDS, and other relevant tools to identify and qualify new business opportunities.
  • Monitor and analyze market trends, customer needs, and competitor activities to inform capture strategies.
  • Maintain an active pipeline of potential opportunities and track their progress through the capture lifecycle.
  • Conduct competitive analysis to understand the strengths and weaknesses of competitors and develop strategies to position the company effectively.
  • Facilitate meetings, briefings, and other engagement activities with government clients to demonstrate the company’s capabilities and value proposition.
  • Attend industry days, conferences, and networking functions as necessary. 
  • Capture and document client needs, pain points, and feedback to tailor proposals accordingly.
  • Lead the bid/no-bid decision process for identified opportunities, presenting findings and recommendations to senior leadership.
  • Transition capture efforts seamlessly into the proposal development phase, ensuring that all gathered intelligence and strategies are effectively incorporated into the proposal.

Proposal Management:


  • Lead and manage the end-to-end proposal development process, including planning, scheduling, and coordinating all proposal activities.
  • Develop proposal plans, outlines, and compliance matrices to ensure proposals meet all solicitation requirements.
  • Facilitate proposal kick-off meetings, status updates, and color team review sessions.
  • Coordinate with cross-functional teams, including business development, technical, legal, finance, and other subject matter experts, to gather necessary information and inputs.
  • Manage proposal schedules and deadlines, ensuring timely delivery of high-quality proposals.
  • Oversee the production and submission of final proposal documents, ensuring compliance with client requirements and internal quality standards.
  • Conduct post-proposal reviews to gather feedback and identify areas for improvement.

Proposal Writing: 


  • Write, edit, and proofread proposal sections, including executive summaries, technical approaches, management plans, past performance, and resumes.
  • Lead the development and submission of responses to Requests for Information (RFI), Requests for Quotes (RFQ), and Requests for Proposals (RFP).
  • Develop compelling content that clearly articulates the company’s value proposition, differentiators, and win themes.
  • Ensure all written content is clear, concise, and tailored to the client’s needs and evaluation criteria.
  • Collaborate with graphic designers to develop visually appealing and informative proposal graphics and presentations.
  • Maintain a repository of proposal templates, boilerplate text, and other reusable content to streamline future proposal development efforts.

Qualifications:


  • Bachelor's degree in English, Communications, Business Administration, or a related field.
  • A minimum of 10 years of experience in proposal writing and management in the federal contracting industry.
  • Demonstrated success in managing and winning proposals, particularly those of significant size and complexity.
  • Excellent written and verbal communication skills, with a keen eye for detail and the ability to articulate complex ideas clearly and persuasively.
  • Strong project management skills, with the ability to manage multiple proposals simultaneously and meet tight deadlines.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management tools (e.g., SharePoint, Salesforce, or similar platforms).
  • Knowledge of proposal best practices and methodologies (e.g., Shipley, APMP) is highly desirable.
  • Ability to work independently and as part of a collaborative team.
