Job Description
DSFederal,Inc. is seeking an experienced Senior Enterprise Architect Lead to support a federal health agency’s IT services program. The Senior Enterprise Architect Lead will serve as a subject matter expert, possessing in-depth knowledge of enterprise architecture. This role involves providing technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation, and implementation advice on exceptionally complex problems.
The Senior Enterprise Architect Lead will facilitate and participate in business and IT alignment through a collaborative, supportive, and consultative manner, driving digital business strategies and balancing innovation and growth.
Job Duties/Responsibilities
Enterprise Architecture Strategy:
· Assist in the planning, development, and execution of the Enterprise Architecture (EA) strategy, consistent with EA guidance supplied by the customer (e.g., FISMA, OMB, NIST) and the latest industry standards.· Cover the four sub-architecture domains: Strategy, Business, Data, Applications, Technology, and Security.· Collaborate with various stakeholders to create and maintain a strategic plan in alignment with organizational policies and business strategy.· Establish and maintain a line of sight from strategic goals to infrastructure solutions.
Technology and Innovation:
· Analyze business and operating models, market trends, and the technology industry to determine their potential impact on the enterprise's business strategy, direction, and architecture.· Construct technology-enabled business and operating models and provide viable options and visibility into execution issues.· Run technology experiments to create new products and services and integrate the best of these into steady-state operations for the organization.
Security Architecture:
· Validate IT infrastructure and other reference architectures for security best practices and recommend changes to enhance security and reduce risks.· Create and maintain security architectures/designs and develop comprehensive security solutions to safeguard the digital infrastructure, data, and assets.· Analyze existing security measures, identify vulnerabilities, and create strategies to mitigate risks.
Business Architecture:
· Ensure that proposed architectures adhere to the Business Architecture and align with the IT vision of the customer.· Work with Solution, Technology, and Data Architects to align Solution, Technology, and Data architectures to the target business architecture.· Provide business case development by analyzing proposed projects or initiatives to determine if they should be approved/implemented.· Provide business process transformation by creating collaborative teams to identify stakeholders, understand their needs, and redesign business processes using new technologies.
Data/Information Architecture:
· Ensure proposed Data Architecture provides data analytics, dashboarding, and reporting as needed for decision support.· Recommend data storage technologies and repository architectures, including the creation and maintenance of an enterprise data lake.· Collaborate with Information Assurance (IA) stakeholders to define the formal IA function and determine the organizational design.
Technology Portfolio Management:
· Create and maintain a Technology Portfolio that can view technology risks in a timeline, relate business applications to application services, and associate application services to hardware and software models.· Conduct assessments and document as-is organization architectures to determine alignment with Enterprise Architecture policies and procedures.· Create a target state EA consisting of Business, Application, Infrastructure, and Data architecture viewpoints and provide a 1-3-5-year plan to reach the target architecture.
Communication and Reporting:
· Support the senior leadership team on executive-level, strategic messaging, and presentations.· Maintain data in various repositories, propose and implement changes to improve operations and use of data repositories to enhance insight and advance executive-level decision-making.· Provide support/strategy on building and executing engaging, purpose-driven hybrid meeting designs for sponsored meetings.
Inter-agency Support:
· Assist in the creation and maintenance of a strategic plan by providing the Data/Information Architecture perspective in alignment with policies and business strategy.Requirements
Technical/Skills Required
· Expert knowledge of federal policies for Capital Planning and Investment Control (CPIC), including Technology Business Management (TBM) and EPLC requirements.· Strong analytical and problem-solving skills.· Excellent communication and interpersonal skills.· Ability to work collaboratively with cross-functional teams.· Proficiency in developing and implementing enterprise architecture strategies and frameworks.· Must be able to learn, understand, and apply new technologies.· Ability to manage projects, perform technical design as well as program.· Ability to translate business requirements into technical specifications.· Ability to effectively manage multiple complex tasks simultaneously.· Ability to run technology experiments to create new products and services.
Experience Required
· 8+ years of related platform-based experience in technology strategy or solution delivery.
Preferred Experience
· Experience leading Enterprise Architecture projects in support of the Federal Government.· Experience leading Enterprise Architecture projects at the Department of Health and Human Services.
Education Required
· Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field.
Certification
· Required: One or more of the following certifications - TOGAF, Open CA, Zachman Certified Architecture. · Desired: CBA would be nice to have.
