Job Description


DSFederal,Inc.is seeking an experienced Senior IT Portfolio Management Lead to support a federal health agency’s IT services program. The Senior IT Portfolio Management Lead will serve as a subject matter expert, possessing in-depth knowledge of IT management, mission-driven IT governance, and Federal IT portfolio management. This role involves providing technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation, and implementation advice on exceptionally complex problems.

The Senior IT Portfolio Management Lead will support the customer’s IT Investment Portfolio.

Job Duties/Responsibilities


IT Portfolio Management:


· Develop and maintain a comprehensive IT portfolio management strategy that aligns with the customer’s organizational goals and objectives.· Ensure the optimization of the customer’s investment portfolios by leveraging outcome-driven metrics, linking risk to value to validate portfolio decisions for achieving desired business outcomes.· Conduct quality assurance reviews and analysis of submitted materials for customer’s IT Investment budgeting and reporting.· Coordinate customer’s investment-related IT data calls.

Capital Planning and Investment Control (CPIC):


· Support customer’s IT Investment Portfolio to ensure ongoing compliance.· Prepare and distribute collection tools, guidance, and reporting tools for customer’s IT Investment budget reporting requirements.· Work directly with customer’s ICs, Enterprise Systems, and Major Investments to collect and report IT Investments, including TBM requirements.· Enter Customer’s IT Investment budget data in tools/systems as required.

Strategic Planning and Governance:


· Support strategic planning and innovative approaches to address the evolving needs of the customer’s IT Investment Portfolio, including tools, processes, and systems.· Provide strategic and staff support to CPIC-related committees, governance groups, and working groups.· Facilitate functional budget reviews, including reporting execution metrics and performing variance analysis on budget to actuals to understand the effect on the business and determine how to plan better for the future.· Support the customer’s IT Acquisition Review Process.

Technology Strategy and Innovation:


· Analyze business and operating models, market trends, and the technology industry to determine their potential impact on the enterprise's business strategy, direction, and architecture.· Construct technology-enabled business and operating models and provide viable options and visibility into execution issues.· Run technology experiments to create new products and services and integrate the best of these into steady-state operations for the organization.

Communication and Reporting:


· Support the senior leadership team on executive level, strategic messaging, and presentations.· Maintain data in various repositories, including SharePoint; propose and implement changes to improve the operations and use of data repositories to enhance insight and advance executive-level decision-making.· Provide support/strategy on building and executing engaging, purpose-driven hybrid meetings.

Risk Management:


· Conduct risk analysis and threat assessments to identify potential risks and develop strategies to mitigate them.· Maintain updated risk registers and ensure risk-adjusted schedules for each alternative or proposed investment program schedule.· Summarize cost analysis and benefits analysis activities to generate high-confidence lifecycle cost and benefit estimates for each alternative.

Vendor Management:


· Manage the integration of vendor tasks and track and review vendor deliverables.· Provide strategic, technical, and analytical guidance to the project team.· Ensure that proposed architectures adhere to the customer’s Applications Architecture and align with the IT vision of the Customer.

Quality Control:


· Develop and maintain a Quality Control Plan.Ensure the Quality Control Plan is implemented and submitted on time with no errors, rejections, defects, or quality control lapses Requirements

Technical/Skills Required


· Expert knowledge of federal policies for Capital Planning and Investment Control (CPIC), including Technology Business Management (TBM) and EPLC requirements.· Strong analytical and problem-solving skills.· Excellent communication and interpersonal skills.· Ability to work collaboratively with cross-functional teams.· Proficiency in developing and implementing IT portfolio management strategies and frameworks.· Possess in-depth knowledge of IT management, mission driven IT governance and Federal IT portfolio management.· Exceptional organizational and time management skills.· Ability to effectively manage multiple complex tasks simultaneously.

Experience Required


· 8+ years of related experience in technology strategy and portfolio management.

Preferred Experience


· Experience leading Portfolio management projects in support of the Federal Government.· Experience leading Portfolio management projects at the Department of Health and Human Services.

Education Required


· Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field.

Certification 


· Desired: CPM or PfMP or any other relevant certification would be nice to have.·
