Job Description
DSFederal, Inc. is seeking an experienced Program Manager (PM) to support a federal agency’s IT services program. The PM will serve as the main point of contact and will be responsible for the overall performance of assigned projects. The PM ensures performance against contract and project requirements and serves as a single point of accountability and responsibility. This role involves managing all aspects of project development and implementation, from the original concept through final implementation.
The PM will interface with all areas affected by the project, including end users, computer services, and client services, ensuring adherence to quality standards and timely delivery of project deliverables.
Job Duties/Responsibilities
Project Management:· Define project scope and objectives· Develop detailed work plans, schedules, project estimates, resource plans, and status reports.· Conduct project meetings and be responsible for project tracking and analysis.· Ensure adherence to quality standards and review project deliverables.
Program/Project Management Support:
· Provide program/project management support as per the requirement.· Ensure program/project management tasks are completed as per the customer’s requirement, with deliverables submitted on time and free of rejections, defects, or quality control lapses.
Project Management Plan (PMP):
· Maintain the Project Management Plan with current information and update it as required.· Ensure PMP requirements are submitted on time with no more than one error, rejection, defect, or quality control lapse.
Quality Control
· Develop and maintain a Quality Control Plan.· Ensure the Quality Control Plan is implemented and submitted on time with no errors, rejections, defects, or quality control lapses.
Vendor Management:
· Manage the integration of vendor tasks and track and review vendor deliverables.· Provide strategic, technical, and analytical guidance to the project team.
Risk Management:
· Provide updated risk registers and ensure risk-adjusted schedules for each alternative or proposed investment program schedule.· Summarize cost analysis and benefits analysis activities to generate high-confidence lifecycle cost and benefit estimates for each alternative.
Transition-In/Transition-Out:
· Develop and implement a Transition-In Plan.· Develop and implement a Transition-Out Plan detailing all transition-out activities to ensure a seamless transition to an incoming contractor at the expiration of the task order.
Communication and Reporting:
· Serve as the primary point of contact for the project, interfacing with end users, computer services, and client services.· Provide weekly situation reports and conduct weekly situation meetings.· Ensure all deliverables are prepared in accordance with established criteria and submitted on time.Requirements
Technical/Skills Required
· Experience with federal clients and understanding of federal contracting processes.· Familiarity with federal policies for Capital Planning and Investment Control (CPIC), including Technology Business Management (TBM) and EPLC requirements.· Knowledge of security and privacy requirements in a government context.· Excellent project management skills, including the ability to manage multiple projects simultaneously.· Strong analytical and problem-solving skills.· Excellent communication and interpersonal skills.· Ability to work collaboratively with cross-functional teams.· Experience with all project management facets – scope management, schedule management, quality management, cost management, staff management, change management and risk management.· Ability to interface with customer staff at all levels to identify customer needs and priorities, customer communication preferences, and customer requirements.· Ability to devise approaches for managing customer expectations and reaching high levels of customer expectations.
Experience Required
· 8+ years of IT program management experience in technology solution delivery. · 5+ years of experience with Agile methodologies and project management.
Preferred Experience
· Experience leading IT projects in support of the Federal Government.· Experience leading IT projects at the Department of Health and Human Services.
Education Required
· MBA (IT Management or Program/Project Management)
Certification
· Required: PgMP, PMP is preferred.
