Job Objective:
Coordinates the implementation of successful CFR 192/195 regulatory compliance programs to ensure all federal and state regulatory agency requirements are met for Harvest Midstream L48 gas pipeline assets. Provides regulatory support and guidance for gas and liquids L48 Control Room Management (CRM).
Essential Job Responsibilities:
- Has a strong knowledge and experience of the following:
- 49 CFR 191, 192, 195 regulations
- Regulations related to gas and liquids Control Room Management (CRM)
- Various state regulations (preferred experience in Colorado, Louisiana, New Mexico, North Dakota, and Texas)
- Maintains the written CFR 192/195 Operations and Maintenance (O&M) Manual, forms, and procedures, including annual reviews and incorporating updates and changes to regulations.
- Coordinates and supports successful completion of regulatory audits associated with gas and hazardous liquids pipelines, including:
- Completing pre-audits
- Monitoring compliance requirements for assets
- Recommending corrective action as required
- Serves as a liaison with pipeline regulators and represent Harvest during agency interactions and inspections
- Provides oversight and execution of the following tasks:
- 192/195 pipeline annual reporting and other regulatory filings
- Jurisdictional analysis of gas and hazardous liquids assets
- PHMSA-reportable leak reports
- Emergency response plans for pipelines
- Operator Qualification (OQ) program and implementation
- Provides technical expertise required to effectively meet Control Room Management (CRM) regulatory requirements.
- Develops, tracks, and reports to management on various pipeline regulatory metrics and development strategies for improvement and/or mitigation.
- Reviews potential/new acquisitions to ensure regulatory compliance.
- Communicates regulatory requirements to appropriate internal teams.
- Remains current regarding the latest developments in new and proposed PHMSA and other state specific pipeline regulations. Organizes and maintains reporting tools to keep management and stakeholders apprised of trending compliance tasks and potential challenges.

Qualifications:
- Minimum of ten (10) years of experience in CFR 192/195 compliance or related industry required.
- An existing working knowledge of and a substantial prior level of experience/interaction with federal, state and other entities that regulate gas midstream assets in the United States.
- Ability to accurately solve problems and exceptional proficiency in regulatory compliance processes, procedure, protocols, and established practices.
- Possesses strong communication, administrative, and organizational skills:
- Clarity and conciseness in written and verbal communication.
- Proficient in Windows-based programs and Microsoft Office Suite.
- Ability to establish and maintain strong effective working relationships with employees, supervisors, other departments, officials, and the public.
- Must be highly goal oriented, self-motivated, and able to proceed on assigned tasks with minimal supervision:
- Capable of handling multiple projects concurrently.
- Ability to align personal and program goals with the combined overall asset and Company goals.
Education Requirements:
- Required: Bachelor’s degree from an accredited four-year university or college.
- Preferred: Engineering degree.
