The Problems You'll Solve


The Senior Manager, Public Policy will be responsible for policy on taxation, valuation, and corporate governance. This person will bring a creative mindset to shape and execute on our policy goals to create more owners and support private companies and investment funds that allocate capital. This person will be responsible for engaging internal and external stakeholders to proactively identify policy challenges and opportunities, develop recommended solutions, and execute to develop a policy framework that drives capital into private markets, lowers barriers, and encourages ownership.  This includes project management; engagement with lawmakers and regulators at the federal and state level; coalition building; policy analysis and formation; and delivering results.  In this role, you will:  

  • Lead policy initiatives on tax treatment that better reflects the operations, challenges and opportunities of startups and growth-stage companies, private investment funds, and investors and employee-owners of private assets
  • Work across the enterprise to sharpen ideas, leverage assets and advocate on proposals
  • Monitor key regulatory and policy developments that will inform how Carta operates and proactively identify actions we should take to address challenges and seize opportunities
  • Lead policy engagement strategy with both legislators and regulators related to taxation, valuation, and corporate governance
  • Develop relevant virtual event and public presentation content to further Carta’s advocacy effort
  • Present to senior executives and the broader company on policy initiatives and related actions
  • Build and manage coalition and stakeholder strategies and efforts
  • Engage directly with policymakers on our agenda

The Team You'll Work With


The Senior Manager, Public Policy will work in the Policy function and report directly to our Head of Policy.  This person will collaborate across the External Affairs and Marketing function, our Platform Team (corporate function), and our Business Units. This team works in a hybrid set up with 3 days a week onsite in Washington, D.C. 

About You


Successful candidates will have financial services and capital markets expertise, as well as the ability to develop and advocate on related public policy. They will bring a long-term vision with an ability to build and execute towards that goal. Please apply if you identify with the following:

  • Experience with public policy formation and advocacy related to taxation, valuation and corporate governance, ideally in private markets
  • Must have 7+ years experience in the public policy or regulatory field
  • Preference for advanced degree with experience in government, legal, or private sector work in technology or financial services
  • Ability to engage with senior internal and external stakeholders to communicate ideas, shape proposals, build consensus, and execute
  • Excellent verbal and written communicator with the ability to write for clarity and influence. Deliverables may include internal memos, regulatory comment letters,policy analysis, and educational materials, as well as communications for a broader public audience
  • Exceptional public speaking skills and comfort representing the organization in external facing presentations and virtual events
  • Ability to distill complex concepts into simple, actionable recommendations
  • Intellectual curiosity, openness to feedback, and a team-player mentality
  • Strong project management skills with relentless focus on execution and results
  • High level of integrity, attention to detail and excellent writing, communication and interpersonal skills
  • Able to manage sensitive and confidential information with the highest levels of integrity, ethical standards, discretion, and sound judgment
  • Possess an ownership mentality with bias toward action

Salary
