Bellese Technologies is looking for an experienced Product Manager to join our distributed team on our Hospital Quality Reporting (HQR) program working with the Centers for Medicare and Medicaid Services (CMS) federal agency. 


The ideal candidate will have 5 or more years of experience as a customer-facing digital product manager in a cross-functional agile environment, ideally in the public sector, professional services or a highly regulated industry. To be successful, this person must have a deep understanding of the consulting mindset, user-centered prioritization and the ability to build trust with a wide variety of stakeholders in a complex organization. Success requires a candidate who has excellent communication, collaboration and technical product skills.

This is a user-focused role, working to translate the needs of users and the business into digital product features.Being a Product Manager in the public sector is both challenging and rewarding. With the civic-tech movement at its early stages, Product Managers can play a vital role in shaping the movement and guiding it towards a direction where policy and technology can work hand-in-hand to create inclusive and easy to access digital services. Team you will be joining


  • The Hospital Quality Reporting (HQR) Secure Portal is the only CMS-approved website for secure communications and health care quality data exchange between quality improvement organizations, hospitals, physician offices, nursing homes, end-stage renal disease networks and facilities, and data vendors. It provides secure data exchange to and within various CMS quality reporting programs, including Hospital Inpatient Quality Reporting, Hospital Outpatient Quality Reporting, Inpatient Psychiatric Facility Quality Reporting, Prospective Payment System-Exempt Cancer Hospital Quality Reporting, Ambulatory Surgical Center Quality Reporting, and the Medicare Promoting Interoperability Program.

This role requires a proactive self-starter who is comfortable taking an early lead while remaining humble, collaborative and flexibleur first year at Bellese might look something like this:
  • Week 1 Get to know your manager, fellow teammates and Bellese
  • Month 1 Start to become an expert on your product and its users; norm and form with your project team, build relationships with key stakeholders, and start making decisions!
  • Year 1 Take on new challenges as a member of the Product Management discipline. This might include participating in a Bellese Community of Practice, becoming a member of a CMS Community of Excellence, or supporting new business development efforts.

Required Skills & Experience


  • 5 or more years as a Product Manager building digital products in a cross-functional agile environment
  • Expert knowledge of agile frameworks and principles and the ability to coach and mentor peers as needed
  • In-depth knowledge of the requirements management cycle with excellence in defining, writing and testing requirements, acceptance criteria and definition of done
  • Superior relationship building skills in large, complex stakeholder environments
  • Exceptional communication skills across business, technical and creative stakeholders
  • Proven ability driving progress in ambiguous environments
  • Prior experience in a client-facing consulting or contracting role
  • Management of complex systems and lower environments 
  • Experience augmenting infrastructure platforms and devops
  • Identify risks and implement mitigation techniques in a timely manner
  • Serve as a trusted partner and advise customers on team’s product vision and roadmap
  • Experience deriving accurate business value to stakeholders and managing tradeoffs 

Preferred Qualifications


  • Formal training in a variety of agile delivery frameworks, including SAFe
  • 2+ years working on a remote team
  • Experience in a rapidly growing small business or startup environment
  • Prior professional services, government, or federal consulting experience
  • Experience building digital healthcare technology products and services
  • Experience working in the public sector or a highly regulated industry
  • Familiarity with accessibility requirements

Compliance Requirements


  • U.S. Citizen and full-time U.S. resident 
  • Has lived and worked in the United States for at least 3 of the last 5 years
  • Willing and able to successfully complete a Public Trust background investigation conducted by the federal government
