Team you will be joining


The Quality Management and Review System (QMARS) application supports the Beneficiary and Family Centered Care (BFCC) Quality Improvement Organization (QIO) program.  QMARS is a web-based system which allows CMS, CMS-designated contractors, and BFCC-QIOs to document data collected during case review, claim review and other BFCC-QIO processes (including Beneficiary Care Management Program (BCMP) activities).  Data collected in QMARS allows the CMS program to monitor the efficiency and effectiveness of BFCC-QIO review processes, and to identify opportunities to improve the quality of care and services for beneficiaries.The ideal candidate will have 8 or more years of experience as a customer-facing digital product manager in a cross-functional agile environment, ideally in the public sector, professional services or a highly regulated industry.

To be successful, this person must have a deep understanding of the consulting mindset, user-centered prioritization and the ability to build trust with a wide variety of stakeholders in a complex organization. Success requires a candidate who has excellent communication, collaboration and technical product skills. This is a practice expert role, requiring proven experience leading internal and external projects that support innovation and long-term needs to grow both the client’s and Bellese’s business. Being a Product Manager in the public sector is both challenging and rewarding. With the civic-tech movement at its early stages, Product Managers can play a vital role in shaping the movement and guiding it towards a direction where policy and technology can work hand-in-hand to create inclusive and easy to access digital services.

What You Can Expect


  • Our work moves fast and so will you! With the support of your manager, team members and the Bellese community, you’ll dive right into getting familiar with Bellese and your program. This role requires a proactive self-starter who is comfortable taking an early lead while remaining humble, collaborative and flexible. Your first year at Bellese might look something like this:
  • Week 1 Get to know your manager, fellow teammates and Bellese
  • Month 1 Start to become an expert on your product and its users; norm and form with your project team, build relationships with key stakeholders, and start making decisions!
  • Year 1 Take on new challenges as a senior leader in the Product Management discipline. This might include contributing to business development efforts, formally peer mentoring and coaching, or leading company-wide initiatives to support our growing business.
  • You are one of Bellese's “chief experts” in product management, agile delivery and digital services with a focus on continuing to refine your technical product management skills.
  • As a hands-on leader and individual contributor, you are expected to continuously be on top of the latest developments in the industry, and to redefine standards of excellence in product management.
  • You have a significant strategic vision and can take a high-level business plan for growth, translate it into a strategic roadmap, and mentor less experienced product managers to successfully execute the same. Your goal is to maximize the overall return across a variety of types of product work, thinking beyond individual features and instead focus on how they connect and roll up into a clear, cohesive vision.
  • Your impact on Bellese is significant, and you have excellent abilities to influence without requiring reporting authority to do so. You effectively facilitate cross-team work and are influential far beyond your individual group, helping to set a standard of excellence across the company. 

Required Skills & Experience


  •  8 or more  years as a  Product Manager  building digital products in a cross-functional agile environment
  • Expert knowledge of agile frameworks and principles and the ability to coach and mentor peers as needed
  • In-depth knowledge of the requirements management cycle with excellence in defining, writing and testing requirements, acceptance criteria and definition of done
  • Superior relationship building skills in large, complex stakeholder environments
  • Exceptional communication skills across business, technical and creative stakeholders
  • Proven ability driving progress in ambiguous environments
  • Prior experience in a client-facing consulting or contracting role
  • Deep understanding of horizon three product strategy planning
  • Experience writing or editing product processes for government or commercial proposals
  • Exceptional coaching and mentoring skills

Preferred Qualifications


  • Formal training in a variety of agile delivery frameworks, including SAFe
  • 2+ years working on a remote team
  • Experience in a rapidly growing small business or startup environment
  • Prior professional services, government, or federal consulting experience
  • Experience building digital healthcare technology products and services
  • Experience working in the public sector or a highly regulated industry
  • Familiarity with accessibility requirements
  • Experience building and leading Communities of Practice for product and with partner disciplines
  • Proven ability to execute horizon 1 work while researching, designing and selling horizon 3 plans
