DESCRIPTION OF ROLE:


Red Carrot is seeking an experienced Program Manager with a strong background in federal contract management, preferably within the Department of Energy (DOE) and Western Area Power Administration (WAPA). The Program Manager will oversee the execution of a multi-faceted contract providing Administrative, Facility, Property, and Fleet Support Services across the Desert Southwest Region.

KEY RESPONSIBILITIES: 


  • Serve as the primary liaison between government personnel (CO, COR/ACOR) and the contractor.
  • Ensure timely and high-quality deliverables in accordance with the task order, PWS, and regulations.
  • Lead and manage teams across administrative, facility, property, and fleet support services.
  • Delegate tasks, manage training, and ensure team performance meets contract standards.
  • Oversee contract deliverables, schedules, cost management, and risk mitigation.
  • Ensure proper documentation, reporting, and compliance with DOE/WAPA regulations.
  • Manage the control of funds and resources using various reporting mechanisms.
  • Coordinate staffing, training, and security protocols, ensuring compliance with government policies.
  • Resolve contract performance issues and implement corrective actions as needed.
  • Oversee quality control processes, ensuring adherence to performance requirements across service areas.

Specific Service Areas:


  • Administrative Support:
  • Oversee Administrative Pool Services, including scheduling, meeting coordination, and office management tasks.
  • Ensure compliance with records management protocols and assist with procurement services as required.
  • Facility Support:
  • Manage facility operations, including general maintenance and stationary engineering for the Phoenix complex and other regional sites.
  • Property Support:
  • Supervise stockroom management and property transactions, ensuring accurate inventory tracking and asset management using systems like Maximo.
  • Fleet Support:
  • Oversee Fleet Management services, ensuring compliance with DOE and GSA regulations, including vehicle assignments, maintenance, and reporting.

QUALIFICATIONS: 


  • Bachelor's degree in Business Administration or a related field.
  • 5 years experience as a Program Manager on federal contracts, ideally within DOE and WAPA environments.
  • Strong leadership skills with experience managing large teams across multiple service areas.
  • Knowledge of federal regulations, DOE/WAPA policies.
  • Experience in managing budgets, schedules, and performance metrics in a government contracting environment.
