The Position


Makpar has an exciting opportunity for a Proposal Manager to join our growing team. This role oversees all proposal responses for federal solicitations and is a key part of our collaborative team. The Proposal Manager is responsible for managing and coordinating the development of high-quality proposals in response to requests for proposals (RFPs), requests for information (RFIs), and other government and commercial solicitations. This role requires a detail-oriented individual with excellent organizational, communication, and project management skills.

Reporting to the Senior Proposal Manager, the Proposal Manager ensures that proposals are delivered on time, meet internal and client expectations, and adhere to established proposal development processes. 

Role Specific Duties


  • PROPOSAL PLANNING AND COORDINATION:
  • Lead the proposal development process from inception to submission, ensuring alignment with the proposal strategy outlined by the Senior Proposal Manager.
  • Develop and manage proposal schedules, outlines, and compliance matrices.
  • Coordinate with internal stakeholders, including subject matter experts (SMEs), business development, contracts, pricing, and technical teams, to gather necessary inputs.
  • CONTENT DEVELOPMENT:
  • Draft, review, and edit proposal content to ensure clarity, consistency, and compliance with solicitation requirements.
  • Collaborate with technical writers, graphic designers, and other contributors to develop high-quality proposal sections.
  • Ensure that all proposal content is aligned with the company’s brand, messaging, and win themes.
  • COMPLIANCE AND QUALITY ASSURANCE:
  • Review and analyze RFP/RFI requirements to ensure complete compliance with all submission instructions and evaluation criteria.
  • Conduct quality control reviews of proposal content to ensure accuracy, completeness, and adherence to internal standards.
  • Identify and mitigate risks related to proposal development, escalating issues to the Senior Proposal Manager as needed.
  • PROPOSAL SUBMISSION:
  • Oversee proposals' final production, packaging, and delivery in electronic and hard copy formats.
  • Ensure that all proposals are submitted on time and in accordance with the solicitation requirements.
  • Maintain proposal documentation, including version control and archive of final submissions.
  • PROCESS IMPROVEMENT:
  • Contribute to continuously improving proposal processes, tools, and templates.
  • Provide feedback and lessons learned to the team to enhance future proposal efforts.

Required Qualifications


  • Bachelor’s degree in business, Communications, English, or a related field; equivalent experience may be considered.
  • 5+ years of experience in proposal management, preferably within a government contracting environment.
  • Strong knowledge of the proposal lifecycle, including managing complex, multi-volume proposals.
  • Strong familiarity with proposal management tools such as Microsoft Word, Excel, PowerPoint, Adobe Acrobat, and other relevant software.
  • Exceptional organizational skills with the ability to manage multiple projects simultaneously under tight deadlines.
  • Strong written and verbal communication skills with an eye for detail.
  • Ability to work independently and as part of a team, taking direction from the Senior Proposal Manager and collaborating with cross-functional stakeholders.
  • APMP Certification or similar credentials are a plus.
  • Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years and be Federal Tax compliant
