  • Lead and advise on the development and execution of ICAM strategies, policies, and initiatives.
  • Provide expert guidance on the design, development, and deployment of ICAM solutions, including identity management, credentialing, and access control technologies.
  • Collaborate with leadership to align ICAM initiatives with agency goals, federal mandates, and emerging industry best practices.
  • Serve as the technical expert in ICAM technologies, including Public Key Infrastructure (PKI), Single Sign-On (SSO), Multi-Factor Authentication (MFA), Role-Based Access Control (RBAC), and Identity Federation.
  • Provide oversight and guidance on the integration of ICAM systems with enterprise architecture and cloud environments (AWS, Azure, etc.).
  • Ensure that ICAM solutions comply with policies and federal regulatory requirements, including those from NIST, OMB, and FISMA.
  • Lead cross-functional teams in the delivery of ICAM initiatives, from planning to implementation and ongoing management.
  • Prepare and present reports, briefings, and documentation on the progress of ICAM initiatives.

Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems, Cybersecurity, or related field. A Master’s degree is preferred.
  • Minimum 7-10 years of experience in ICAM, identity management, or access control in a federal environment.

Certifications:

  • Relevant certifications (e.g., CISSP, CISM, GIAC, or ICAM-specific certifications) are highly preferred.

Minimum Eligibility:

  • Candidates must meet requirements to obtain and maintain a Minimum Background Investigation (MBI) clearance (active Moderate Risk MBI clearance is a plus).
  • Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliant.
