NCQA has taken a position that there is no quality without equity. Several strategic workstreams built from this position includes setting health care quality standards and measurement that drive towards eliminating care disparities, integrating lived experiences and community perspectives, and learning from innovators and organizations that have successfully implemented processes or restructured towards health justice. In addition, to reducing the burden of data collection, reporting, and defragmenting information sources, NCQA is modernizing its approaches by leveraging digital interoperable information systems. The Quality Measurement Research Group (QMRG) within NCQA, is leading the translation of the knowledge gained from preferred practices into assessments or enablement pathways for health care systems.
Reporting to the VP of Quality Sciences, this subject matter expert will enhance NCQA’s health equity portfolio by designing and executing projects in collaboration with external mission-aligned nonprofits, governmental organizations, and private sector funders. These efforts will aim to advance quality science research and innovation in health equity, lead collaborative projects between the Knowledge Centers and other NCQA departments, and lead scientific research projects within the Health Equity Center in support of the center lead.

The successful candidate will have sufficient skills and experience to direct and supervise quantitative and qualitative data collection and analysis efforts, prepare scientific manuscripts and reports for broad stakeholder audiences, and represent NCQA to key scientific, policy and stakeholder audiences. This will include presentations, blogs, papers and peer-reviewed publications.

Responsibilities:


  • Develop and manage external relationships focused on health equity science and research (data science, methods, data sources, dissemination).
  • Engage and steward funding and partnership opportunities/relationships with a focus on integrating health equity (in collaboration with Quality Services and Health Equity Centers).  
  • Develop substantive, goal-oriented partnerships, provides external communication with communities, professional associations, and other interested organizations to co-create and disseminate collaborative research and content development projects.
  • Evaluate and track impact of equity applied research work.
  • Support for new products includes establishing and maintaining learning communities for standards and measurement use with a health equity focus.
  • Leads quality science development such as support the development of proposals for future research and development, lead the implementation and completion of research grants, measure development contracts and NCQA self-funded projects.
  • Lead cross-cutting teams responsible for maintaining and creating new performance measures and measurement-based programs, including advisory panels.
  • Supervise project teams; collaborate with data scientists on design and methods.
  • Explore and evaluate alternative data sources to address research needs, knowledgeable and experienced in identifying and designing with electronic health record data or ‘real world data,’ common terminologies, standardization of equity data capture and interoperability
  • Other activities include partnership and development outreach, support dissemination of research using social media, blogs, and other mechanisms, internal support for and participation in annual NCQA Health Equity Forum, relationship maintenance and expansion.

Requirements:


  • Master's degree in relevant field, Doctoral degree preferred. 
  • 5+ years of experience leading equity research projects or processes in health care delivery settings (provider or health plans).
  • 3+ years’ experience leading research funding development and cross-institutional partnerships for program implementation. 
  • Decision making, critical thinking, indirect management, partnership creation, collaboration stewardship, proven ability to write and communicate orally to a variety of audiences.

Compensation & Benefits:


  • For new hires, this position pays in the range of $150K - $180K per year, depending on experience.
