Zenith Energy operates multi-product, bulk liquid rail, truck and marine terminal operations throughout the United States.  The HSER Specialist in Portland plays a critical role in areas pertaining to environmental, safety, coordination and emergency response. The specialist position provides expertise and recommended actions to the Regional Manager regarding current and developing environmental issues that impact operations.  Support ongoing compliance with environmental rules and regulations.  Ensure that all control, monitoring, record-keeping, and reporting requirements related to the area of responsibility are satisfied accurately and on time.  Provide support as needed for environmental compliance and permitting projects. Zenith is looking for someone to join our team who demonstrates the company’s core values and promotes a safe and compliant working environment.  
Responsibilities include: •Maintains current knowledge of existing and proposed environmental regulations of the local, state and federal jurisdictions, including but not limited to the Clean Air Act, Clean Water Act, Resource and Federal Oil Pollution Act.•Works with terminal operations and other HSE staff to determine company’s regulatory obligations. Must have the ability to communicate the impact of regulatory and operational changes to terminal management and HSE Leadership.•Champion company policies and regulatory obligations and completes tasks to ensure compliance, including but not limited to managing the Wastewater, & Stormwater Permit. •Manage the haz-waste accumulation area and any universal or waste disposal.•Maintain annual report for Haz Waste.•Manage site chemical inventory for HSIS. •Confirm all SWPCP permit requirements (forms and street sweeping) done monthly and filed in binder. •Inspect site weekly for uncovered metal, damaged socks, construction debris.•Assists terminal and outside organizations during emergency response activities.•Performs all duties following the safety and ethical guidelines established by the Company.•Participates in internal and external audits to demonstrate compliance and identify areas of opportunity.•Track and coordinate safety training for employees and contractors. •Assist with preparing the site for any Inspection such as OSHA, EPA, City of Portland etc. •Manage and submit various weekly reporting requirements.•Confirm annual drills and QI notifications are being completed. •Perform Annual Security Audit.•Assist with Workers Compensation reporting. Education Requirement:Bachelor’s degree is required.

A degree in Environmental Science, Physical Science; Chemical or Civil Engineering, or related field is preferred.  Experience combined with a HS diploma or GED may be considered in lieu of degree.Experience Requirements:A minimum of 5 years of related environmental experience required.    Extensive overall understanding of terminal operations is preferred.Comprehensive knowledge of federal and state environmental regulations is required as well as the ability to demonstrate direct experience with governing agencies and permitting.Excellent oral and written communication and interpersonal skills.Must be able to work on a team or independently. Must possess a valid driver’s license.THE ABOVE STATEMENTS ARE INTENDED AS A GENERAL GUIDELINE TO THE REQUIREMENTS OF THE POSITION, BUT DO NO ENCOMPASS ALL THE RESPONSIBILITIES, DUTIES, SKILLS OR CONDITIONS THAT MAY ARISE.
