MISSION OF THE POSITION


The Safety Officer (CSO) at Starlab-Space plays a critical role in upholding the highest standards of safety, success, and mission assurance for the Starlab space station and future space stations throughout its development and operation. The Safety Officer also plays a key role in fostering a culture of safety across the entire organization and will lead the development and implementation of comprehensive safety strategies, oversight of all safety protocols and procedures, ensuring compliance with regulatory standards and mitigating risks throughout the project’s lifecycle.

This role is crucial in ensuring the commercial Starlab System of Systems solution for NASA CLD, including the Station and all segments (Ground Systems, Mission Execution, Launch Service, Cargo/Crew Resupply Service) meets all safety and mission assurance requirements.This role reports directly to the Starlab Chief Operating Officer and has a dotted line to the Chief Executive Officer.  The Safety Officer works alongside the Chief Engineer and Starlab Program Manager.

ESSENTIAL DUTIES


Safety Strategy and Leadership


  • Develop detailed safety plans, procedures, and guidelines and implement a comprehensive safety strategy for the Starlab program
  • Provide leadership and direction for all safety related activities, fostering a culture of safety across the organization.
  • Lead the Safety and Mission Assurance (S&MA) team, providing direction and oversight to ensure all safety goals are met, and oversee all aspects
  • Provide regular safety updates to the COO and other key stakeholders
  • Work closely with the program and other teams to integrate safety into all aspects of the program

  • Regulatory Compliance and Risk Management


  • Ensure all safety procedures and protocols comply with relevant regulatory standards, including NASA and other applicable agencies
  • Stay up to date with changes in safety regulations and ensure ongoing compliance
  • Conduct regular reviews to ensure compliance with changing regulations and identify potential safety risks through hazard analysis and risk assessment
  • Develop mitigation strategies to manage and reduce safety hazards

  • Safety Training, Audits, and Incident Management


  • Conduct regular safety audits and inspections to ensure compliance and address any findings with prompt corrective actions
  • Develop training materials and deliver safety training programs and sessions for all team members and stakeholders
  • Promote a culture and mindset of safety awareness and continuous improvement across the organization
  • Lead investigations into any safety incidents, prepare detailed reports, and implement corrective actions

  • Emergency Preparedness, Documentation, and Continuous Improvement


  • Develop and maintain emergency response plans, ensuring readiness for any potential safety incidents
  • Coordinate and conduct regular emergency drills and training exercises to ensure preparedness
  • Maintain detailed and comprehensive safety documentation, including risk assessments, incident reporting, and audit findings, ensuring all safety records are accurate, up to date, and accessible
  • Implement a continuous improvement process for safety protocols and procedures, gathering feedback and lessons learned to enhance the safety program continually

  • ADDITIONAL RESPONSIBILITIES


  • Define the overall safety strategy and objectives for the Starlab program
  • Gather feedback and lessons learned to enhance the safety program continually and incorporate them into safety practices
  • Ability to travel domestically and internationally as needed

  • SUPERVISORY RESPONSIBILITIES


  • Supervise, manage, and direct the selection, training, development, appraisal and work assignments of assigned personnel

  • COMPETENCIES


    EDUCATION


    • Bachelor’s degree or higher education in Engineering, Safety Management or related field from an accredited university required.

    CERTIFICATIONS & LICENSES


    •  No certification or licenses required.

    EXPERIENCE


    • Minimum of 15 years of experience in Safety Management and Mission Assurance
    • 5-10 years of experience in Human Space Flight in Aerospace or related industry required
    • Experience with NASA or DOD space flight systems, or experience in military and/or commercial systems required
    • Extensive experience with space vehicle systems S&MA certification, including on-orbit systems for power, communication, command and control systems, robotic systems and human controlled systems. This includes command systems for propulsion, environmental and life support systems for all on-board operations, habitability, and scientific research operations.
    • Experience in estimating and controlling the development of on-orbit systems S&MA certification products and documentation produced by support contractor teams
    • Relevant knowledge in human factors applicable to on-orbit systems, fault tree and other methods for identifying potential failures that may contribute to a hazardous event

    • Demonstrated leadership skills with the ability to guide and influence teams while overseeing and supporting the development of requirements and the production of safety and mission assurance processes by contractors
    • Strong oral and written communication skills for both technical and non-technical audiences
    • Ability to work closely with various teams
    • Strong analytical and critical thinking skills to identify potential safety risks
    • Proficient at navigating the complex regulatory landscape of the space industry, particularly NASA standards
    • Understanding of United States export control laws and regulations preferred.
