Technical Business Analyst

NCQA is currently working towards digitizing its product portfolio. This includes business processes and content like our HEDIS program which covers 200 million lives or about 61% of the US population as of 2022. This team is primarily focused on providing expertise in platform software and the development of digital business/clinical content.
The Technical Business Analyst (BA) will be responsible for facilitating and detailing the overall design of NCQA’s performance platforms, as well as recommending best practices and prioritizing client business needs. This role will support our performance products which include the following: Digital Content Services (DCS), Data Aggregator Validation (DAV), and other new data quality related products.The technical BA will be expected to gain a strategic understanding of our product lines and the ability to translate those into requirements for the development teams.

You’ll work closely with business owners, development teams, customers, and product teams to build requirements and design solutions. The expectation would be that this person is familiar in the following healthcare analytics applications, agile best practices, software development tools, and cloud providers. The technical BA will also be responsible for writing business and technical requirements based on interactions directly with stakeholders ranging from customers, partners, product, operations, and technology.Overall, we’re looking for a person who is highly motivated about problem solving from a variety of different perspectives and curious about new concepts.Responsibilities:Work effectively and individually with technical and non-technical team members and customers to define and refine requirements to maximize business value from development and release.

  • Plan and lead processes that facilitate consensus and brainstorming to create and define solutions. Create and manage artifacts used between stakeholders through development, testing, and business acceptance

  • Perform analyses on digital quality solution software tooling, business, content, and customer needs
  • Work cross functionally between teams to help implement tooling by detailing out requirements and assisting in prioritization

Utilize analytical and technical skills to review and advance current product management best practices within the organization.Oversee and ensure successful completion of all aspects of delivery for assigned scope. This person has the ability to make decisions based upon good judgement and analytical skills.Requirements:

  • Bachelor's degree in computer science or related field. 
  • 2+ years of agile requirement experience either consuming or creating them in healthcare technology products.
  • 2+ years of creating business requirements for healthcare technology products.
  • Create technical business requirements to drive feature development with engineering teams.
  • Create and maintain user stories and technical requirements.
  • Assist in creating and validating test plan aligns with customer needs.

  • Familiarity with healthcare software development and cloud concepts and tools.

  • Familiarity with software development lifecycle and agile processes.

  • Draft meaningful and compelling presentations and flow diagrams to describe user flow.

  • Ability to effectively communicate verbally and in writing to both technical and non-technical audiences.

  • Ability to understand and contribute to finding solutions for both simple as well as complex problems.

  • Perform other related duties as assigned.

Compensation & Benefits:


  • For new hires, this position pays in the range of $80K - $100K per year, depending on experience.
