WEAVE’s vision is When Everyone Acts Violence Ends.Position Summary: The Director of Programs is a key leadership position responsible for the oversight, development, and strategic direction of direct services and programs at WEAVE.
In collaboration with the Chief Operating Officer and other senior leaders, this role ensures survivor-centered, trauma-informed, and culturally responsive service delivery, aligning with best practices in victim advocacy, crisis intervention and supportive services. The Director of Programs will supervise program managers and individual contributors, foster community partnerships, and lead the evaluation and improvement of programs to meet the evolving needs of survivors.Key Responsibilities:The Director of Programs is a member of the Senior Leadership Team.
Senior Leadership Team members share responsibility for establishing organization wide strategic priorities, success indicators, and objectives and guiding implementation through the development and execution of programs and practices which serve the mission of the organization and reflect the vision and values of WEAVE. As a Senior Leader, the Director of Programs will work with others to actualize organization-wide strategic priorities and objectives, and interdepartmental projects. This includes fostering team awareness of public image and issues which impact the financial, organizational, and professional stability of the agency, promoting a positive team spirit and sense of belonging for staff with healthy, productive, and respectful working relationships, and presenting a model of responsive, inclusive, client-centered, and trauma-informed service to all stakeholders. 1. Program Leadership and Oversight
- Provide strategic direction, in collaboration with the Chief Operating Officer, for direct service programs, including emergency shelter and transitional housing, crisis intervention, counseling, client prosperity, and prevention education.
- Support program managers with oversight of day-to-day operations of programs, ensuring services are efficient, client-centered, trauma-informed, culturally responsive, accessible, and compliant with organizational policies and funding requirements.
- Develop, implement, and monitor program policies and procedures to maintain service quality and consistency.
- Maintain an awareness of strategic trends and issues in domestic violence/sexual assault/sex trafficking crisis intervention, emergency and transitional housing and related activities to inform programmatic decisions.
2. Staff Supervision and Development
- Supervise and support program managers and direct service staff, providing regular coaching, feedback, and performance evaluations.
- Promote professional development opportunities and foster a collaborative, inclusive, and supportive team environment.
- Recruit, onboard, and retain qualified staff who reflect the diverse communities served.
- Ensure managers and program staff adhere to agency policies and procedures and comply with funder requirements.
3. Data Management and Program Evaluation
- Oversee data collection, reporting, and program evaluation to measure service impact and outcomes.
- In collaboration with the Grants & Contracts Team, ensure compliance with grant and contract reporting requirements.
- Utilize data and survivor feedback to inform continuous program improvement and strategic decision-making.
4. Community Partnerships and Advocacy
- Build and maintain collaborative relationships with law enforcement, child protective services, healthcare providers, and other community partners.
- Represent the organization in community meetings, task forces, and initiatives to promote awareness and systems improvements related to domestic violence, sexual assault, and sex trafficking.
- Foster partnerships that enhance service delivery and expand program impact.
- Participate in international, statewide and community coalitions, collaborations and advisory groups related to the field of work.
5. Grant and Budget Management
- Work closely with the Chief Operating Officer and Grants & Contracts team to assist with grant applications and reports.
- Monitor program budgets to ensure alignment with financial goals and grant requirements.
- Ensure efficient resource allocation to meet program needs and maintain sustainability.
Qualifications:
- Four-year degree in Social Sciences, Behavioral Health, or a related field and a minimum of five years of experience in providing services for domestic violence, sexual assault or sex trafficking victims; or two-year degree in the above-described fields and a minimum of eight years of experience in providing services for domestic violence, sexual assault, or sex trafficking victims.
- Minimum of three years of experience in program management and employee supervision in domestic violence, sexual assault, or trauma-related services.
- Demonstrated ability to lead, supervise, and develop staff and multidisciplinary teams.
- Strong understanding of trauma-informed care principles, advocacy models, and best practices in crisis intervention.
- Experience working with diverse communities and promoting equity, inclusion, and cultural responsiveness.
- Exceptional organizational, communication, and problem-solving skills; demonstrated ability to work within and across teams to foster collaboration and growth.
- Proficiency in data management and program evaluation tools.
- Experience managing grants and program budgets strongly preferred.
- Complete WEAVE’s 69-hour training and certification program and maintain Continuing Education hours.
- Provide copy of valid California driver license, have reliable transportation, and submit current proof of vehicle insurance.
- Satisfactory results from DOJ background check.

The work environment is primarily a busy office setting in a two-story building with stairs and an elevator. Local travel (driving) will be required to conduct meetings and other activities at various area locations. Employees may need to move around and between floors, occasionally lift or move items weighing up to 25 lbs., or reach items above their head, below their waist, or stored in/on drawers and shelves. Employees may also need to remain in one position (i.e. sitting or standing) for an extended period while completing work tasks.
Must be able to efficiently operate a keyboard and mouse or adaptive equivalent, write reports, take notes; utilize desk tools such as phones or calculators, and utilize larger office equipment such as printers and copy machines.
