Job Summary
Hive Group is a fast-growing company looking to increase capacity in a Project Management Office for a new client. The contractor will work closely with Human Capital, Strategy, Communication, and Quality teams to support a variety of client meetings and business needs. This role is responsible for coordinating activities in support of the team and their Government clients. This is a remote position with Eastern Time Zone operating hours and requires a Tier 2 level Government background investigation. Position ResponsibilitiesThe Contract Program Manager (CPM) leads and oversees complex federal contracting operations, providing strategic direction and management of large-scale procurement portfolios.
This senior-level position is responsible for directing contract lifecycle management, policy implementation, and optimization of contracting processes while ensuring compliance with federal, DoD, and organizational regulations.
- Direct and manage comprehensive contract lifecycle activities from need identification through closeout for large-scale federal procurement portfolios.
- Lead and supervise contracting teams across multiple locations, providing mentorship and strategic guidance
- Develop and implement contracting policies, procedures, and best practices to optimize operational efficiency
- Oversee preparation and coordination of statements of work, cost estimates, procurement strategies, and proposal analyses
- Direct contract negotiations and provide executive-level advisement on complex procurement matters
- Manage vendor relationships and ensure contractor compliance with contractual obligations
- Implement cost-saving initiatives and contract optimization strategies to maximize resource utilization
- Conduct internal reviews and oversight to ensure quality control and regulatory compliance
- Coordinate with stakeholders across multiple agencies and commands to align contracting efforts with organizational objectives
- Lead procurement planning and strategy development for major programs and initiatives
Job Qualifications
- BA/BS and 25 years directly related experience in federal contracting discipline
- Former Director of Contracts (managing 50+ employees) for a DoD buying activity
- 10+ years combined DoD procurement experience with ACAT I/II systems development and A&AS
- Experience in internal review, formulation and promulgation of contract policy and OSD/DPC PMR experience
- Previous Defense Acquisition Workforce Improvement Act (DAWIA) Certification Level III in Contracting or equivalent
- TS/SCI Clearance required
- 3-5 years of experience with business administration functions
- Self-starter attitude and ability to work well within ambiguity
- Adeptness at learning new technologies and tools
- Demonstrated ability to multi-task and work on virtual teams
- Ability to work effectively as an independent contributor or as a part of the team
- The highest attention to detail and commitment to timely deliveries and follow-up
- Experience with Government organizations is a plus
- Excellent verbal and written communication skills
Desired Skills & Key Attributes
- Master's degree in Business, Acquisition Management, Strategic Studies, Economics, or related field
- Minimum 20 years of federal contracting experience, with at least 10 years in senior leadership roles
- DAWIA Level II/II Certification in Contracting
- DoD Level II or higher Certification in Program Management
- Demonstrated experience managing large-scale federal contracting portfolios.
- Extensive knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
- Experience with ACAT I/II systems development and Advisory and Assistance Service (A&AS) contracts
- Proven track record of implementing cost-saving initiatives and process improvements
- Experience with military contracting operations and defense procurement
- Background in supply chain management and logistics
- Experience working with multiple stakeholders across various geographic locations
- Proven ability to lead and manage large teams (50+ personnel)
- Experience with wartime or contingency contracting operations
- Track record of successful contract optimization and cost reduction initiatives
