Job Summary:
We are seeking an experienced
Business Development Director
2 to lead growth initiatives within the Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), and the Food and Drug Administration (FDA). This strategic role involves driving new business, capturing large federal contracts, and cultivating long-term relationships within federal health agencies. The ideal candidate will have an extensive background in federal business development, specific expertise in HHS/CMS/FDA programs, and a proven track record of delivering significant revenue growth.
Key Responsibilities:
- Strategic Business Development: Develop and execute business development strategies to expand the company’s presence within HHS, CMS, and FDA, identifying and prioritizing high-value opportunities.
- Client Relationship Management: Build and maintain strong relationships with key stakeholders and decision-makers within HHS, CMS, and FDA, gaining insights into agency missions, budgets, and procurement needs.
- Pipeline Development & Management: Establish and manage a robust pipeline of opportunities across HHS/CMS/FDA, ensuring alignment with business objectives and accurate reporting of growth metrics.
- Capture Leadership: Lead the capture process for large-scale opportunities, from opportunity identification through to proposal submission, developing competitive win strategies and value propositions that address client needs.
- Proposal Development Oversight: Collaborate closely with proposal teams to ensure high-quality responses that address compliance requirements and leverage our competitive advantages.
- Partnership and Alliance Building: Identify, build, and sustain strategic partnerships and teaming arrangements with other companies, including small businesses, to enhance proposals and increase win probability.
- Market Analysis: Conduct ongoing research and analysis of trends within HHS/CMS/FDA, as well as competitor activities, to inform business development strategies and ensure optimal positioning.
- Executive Briefing and Reporting: Provide regular updates to executive leadership, offering insights and recommendations on market conditions, pipeline progress, and strategic initiatives for business growth.
Qualifications:
- Experience: 10+ years in business development with significant experience in federal health agencies, particularly HHS, CMS, and FDA.
- Education: Bachelor’s degree in business, Public Health, Healthcare Administration, or related field; an MBA or advanced degree is preferred.
- Expertise:
- Strong understanding of HHS/CMS/FDA programs, mission goals, and contracting processes.
- Proven track record of capturing large contracts in federal health and regulatory sectors.
- Familiarity with government contracting vehicles and acquisition processes (e.g., IDIQs, GWACs, BPAs).
- Demonstrated experience managing and developing high-performing business development and capture teams.
- Skills:
- Exceptional leadership and strategic planning capabilities.
- Strong interpersonal skills with the ability to influence and engage clients at all levels.
- Outstanding written and verbal communication, presentation, and negotiation skills.
- Proficiency in CRM tools (e.g., Salesforce) and Microsoft Office Suite.
- Certifications: Relevant certifications in business development or capture management (e.g., APMP) are a plus.

Salary & Benefits Information:
- The base pay for this position ranges from $150,000-180,000.
