Summary
This position provides oversight for all quality assurance/quality improvement project management including support of strategic Health Center planning, goal-setting, and subsequent tracking of metrics to assess performance. The Quality Analyst oversees collection and maintenance of data reporting systems and data visualization, and collaboration with outside stakeholders related to data and quality. This position plays a critical role in compliance assuring the health center meets or exceeds standards set by HRSA, NCQA, health plans and other partners.
Essential Functions
- A Recruits, hires, onboards, trains and manages the Quality Specialist. Interviews, onboards, trains and manages MPH Interns, when applicable.
- Creates, edits, maintains, and analyzes all Health Center data dashboards and metrics in order to support high-value healthcare delivery, quality assurance/improvement, financial sustainability, and operational awareness (aligning with external benchmarks and standards (HEDIS, UDS, etc.).
- Works across all departments of the organization to create combined data sets (from disparate data sources) that allow organizational-wide operational awareness and strategic planning.
- Works with outside stakeholders (as the external Health Center expert) on creating and maintaining data feeds, information exchange connectors, and data strategy.
- Leads creation, editing, maintenance, and implementation of policies, procedures, and protocols that relate to quality improvement, quality assurance, risk management, and patient-center care (e.g. PCMH).
- Facilitates quality improvement (QI) and quality assurance (QA) activities across the VHC using PDSAs, RCAs, FMEAs, and other best practice methods.
- Serves as the Chair of Quality Management Committee in the Health Center to ensure high-value healthcare is delivered.
- Meets with Health Center leaders on a regular basis to review and analyze data dashboards and metrics pertaining to their areas; works with those leaders on ways to improve metrics
- Conducts trainings in the Health Center and with other stakeholders on quality improvement, quality assurance, value-based care, and risk management.
- Serves as lead or collaborates in creating, editing, and submitting assigned reports/applications for quality improvement/assurance programs (e.g. PCMH), financial reporting (e.g. Medicare Cost Report, Medi-Cal Reconciliation), grants reporting, and operational reporting (e.g. UDS).
- Serves as a primary contact for communication and collaboration between the Health Center and managed care organizations, as assigned, related to patient data.
- Administers the VHC SharePoint (Intranet) pages related to Quality initiatives (including EHR) to ensure staff have needed point-of-care tools to do their jobs.
- Supports the Quality Specialist in EHR support analyst functions, as needed, to assure seamless end-user access to the health record system.
- Monitors market trends and public policy developments by participating in external activities, as assigned, and informing VHC and FJV leadership of trends and changes, as applicable.
- On time completion of assigned training and policies.
- Performs other duties as assigned.
Qualifications
- Bachelor’s Degree in business, healthcare administration or public health or equivalent experience
- At least 2 years’ experience with healthcare operations, quality improvement/assurance, or administration in an outpatient or inpatient acute care setting
- At least 1 year of leadership experience to include training, project management, performance management, counseling and retaining an engaged and accountable workforce
- Advanced user of MS Office including extensive knowledge of Microsoft Excel (prefer experiencing with database programs/dashboarding with tools like Access, SQL, Power BI, and Tableau)
- Be at least 21 years of age with a minimum of 3 years of driving experience; possesses a valid California driver's license; and has no Class 1 or more than two Class 2 violations within the past 36 months
- Participate in an annual Tuberculosis screening and/or other screenings when necessary. Reasonable accommodations may be granted where appropriate
