The Budget and Proposal Specialist will manage the end-to-end process of creating proposals and budgets for CRO and FSP projects.

This includes developing unit-based or time and materials budgets, coordinating with cross-functional teams to align on costs and assumptions, and ensuring timely and accurate delivery of high-quality proposals that align with client needs. The role requires attention to detail, strong project management skills, and an understanding of the CRO and FSP industry, particularly in relation to clinical trial services. Essential Duties & Responsibilities:Proposal and Budget Development:

  • Lead the full lifecycle of proposal development, from initial RFP or RFI receipt to final proposal submission.
  • Develop customized proposals that reflect the company’s service offerings, client needs, and budget constraints.
  • Create proposal language for each specific RFP, ensuring that the content aligns with key assumptions; interface with cross-functional stakeholders to develop a robust proposal that addresses any project risks and Vanguard’s proposed mitigations
  • Develop and manage budgets that reflect the services offered in the proposal through collaboration with relevant functions and finance team to ensure all budget components are accurate and comprehensive.
  • Conduct quality checks on proposals and budgets before submission to ensure accuracy, consistency, and clarity.

Process Improvement:

  • Continuously improve proposal templates, budgeting tools, and processes to enhance efficiency and accuracy.
  • Monitor and stay updated on industry trends, cost benchmarks, and competitive pricing strategies to ensure the company remains competitive in the marketplace.

Other Duties:

  • Other work-related duties, special projects and/or other functions as required.

Experience & Skills:

  • 3+ years of experience in budget and proposal development within a small CRO or pharmaceutical services company. 

  • Strong understanding of CRO services, including knowledge of clinical trial processes and industry cost structures. 

  • Experience in developing various types of budgets and managing complex proposal processes. 

  • Strong analytical skills with the ability to develop accurate cost estimates and budgets. 

  • Excellent written and verbal communication skills. 

  • Ability to manage multiple projects and prioritize work in a fast-paced environment. 

  • Proficiency in MS Excel and other financial tools; experience with proposal management software is a plus. 

  • Strong attention to detail and ability to work under tight deadlines. 

Education:Bachelor’s degree in life sciences, business, finance, or a related field. Advanced degree or certifications in clinical research, finance, or business administration is a plus. Applicants with foreign transcripts/degrees must provide a U.S. equivalency report evaluation that indicates the degree to which the foreign coursework is equivalent from one of these evaluation agencies: https://www.naces.org/members.  Travel Requirements:Travel to San Diego headquarters as needed, if not residing locally.  Other travel requirements for business development as needed. Compensation Range:Consultant Rate will be DOECOVID-19 Vaccination: To protect the health and safety of our employees and to comply with client requirements, Vanguard Clinical may require employees in certain positions to be fully vaccinated against COVID-19, subject to reasonable accommodations or exemptions for religious, medical, or other legally protected reasons.
