The IT Project Manager will oversee and manage technology projects within the DOE, ensuring alignment with the department's strategic objectives and federal program support.

RESPONSIBILITIES


  • Develop comprehensive project plans that define project scope, schedule, resources, budget, and risks
  • Coordinate the development of detailed project schedules and ensure the accomplishment of project milestones
  • Lead project teams and manage daily operations to ensure that IT projects meet specified requirements
  • Act as the primary point of contact for all project stakeholders, including internal DOE teams, contractors, and external vendors
  • Facilitate regular project meetings, status updates, and reviews to communicate the findings with senior management, stakeholders, and team members regarding project status, risks, and issues
  • Identify and address potential risks to the project timeline, scope, or budget
  • Develop mitigation strategies and resolve issues as they arise
  • Monitor project risks, document issues, and track resolutions
  • Ensure projects align with the approved budget and timelines
  • Allocate resources efficiently and manage the procurement of necessary hardware, software, and services
  • Monitor and control project expenditures, track actuals against budgeted costs, and adjust as necessary
  • Ensure that all IT solutions comply with DOE standards, policies, and relevant regulations (e.g., Federal Information Security Management Act (FISMA), NIST standards, etc.)
  • Oversee project deliverables and ensure all technical specifications and quality standards
  • Review and enhance internal project management processes for greater efficiency and effectiveness
  • Prepare regular project reports and documentation for senior leadership, highlighting progress, risks, and challenges
  • Track and report on key performance indicators (KPIs) related to project success and organizational goals
  • Manage changes to project scope, schedule, and cost using formal change management processes
  • Ensure that changes are communicated and documented according to DOE policies

Requirements

  • Minimum of US Citizenship required to obtain client-issued Public Trust
  • At least 5 years of experience in IT project management, preferably in a government or large-scale organization
  • Proven track record of managing complex IT projects from initiation through to delivery
  • Experience with IT infrastructure, cloud computing, software development, data analytics, or similar technologies
  • Familiarity with federal regulations and cybersecurity standards is highly desirable
  • Knowledge of government procurement processes and federal contracting
  • Experience with energy or environmental technology projects
  • Leadership skills, with the ability to motivate and guide teams toward achieving project goals
  • Strong understanding of project management methodologies (Agile, Waterfall, Hybrid)
  • Ability to develop and manage project budgets and timelines
  • Strong communication skills, both verbal and written
  • Proven ability to manage cross-functional teams and vendors effectively
  • Excellent problem-solving, analytical, and decision-making skills
  • Familiarity with project management tools (e.g., MS Project, JIRA, Asana, etc.) 

EDUCATION: Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field. A Master’s degree is a plusPMP (Project Management Professional) or similar project management certification (e.g., CAPM, ScrumMaster, PRINCE2) is requiredITIL or other IT service management certifications are a plusCOMPENSATION: Includes paid holidays, vacation, sick leave, 401k matching, life insurance, health, vision, and dental benefits.
