cFocus Software is seeking an experienced
Management Analyst with 8+ years of experience to provide support in organizational studies, process improvement, and the development of systems and procedures. The successful candidate will work closely with DHS leadership and staff to evaluate operations, identify inefficiencies, and design solutions that optimize processes and enhance operational effectiveness. This role involves conducting work simplification and measurement studies and preparing manuals that assist management in improving overall performance and achieving strategic goals.
Key Responsibilities:
- Organizational Analysis and Evaluation:
- Conduct thorough organizational studies and evaluations to assess operational performance, identify inefficiencies, and recommend improvements to management.
- Analyze existing systems, workflows, and processes to develop strategies that streamline operations and enhance productivity.
- Evaluate the effectiveness of current organizational structures and suggest adjustments to improve coordination, communication, and resource utilization.
- System and Procedure Design:
- Design and implement new systems, procedures, and workflows to improve the efficiency and effectiveness of departmental operations.
- Work with management to develop and refine policies and operational strategies that align with DHS’s mission and objectives.
- Recommend and develop tools, templates, and frameworks that help departments manage their operations more effectively.
- Work Simplification and Measurement:
- Conduct work simplification and measurement studies to identify redundancies, inefficiencies, and opportunities for cost savings.
- Analyze existing data and operations to propose solutions that improve the speed, accuracy, and cost-effectiveness of work processes.
- Implement methodologies and tools to measure performance and track improvements over time, ensuring that all goals are met efficiently.
- Operational and Procedural Documentation:
- Develop and prepare comprehensive operations and procedures manuals to standardize processes and ensure consistency across departments.
- Maintain up-to-date documentation that outlines best practices, operational workflows, and standard operating procedures (SOPs) for various organizational functions.
- Prepare reports that detail findings, recommendations, and the impact of improvements on organizational performance.
- Management Support and Consultation:
- Serve as a consultant to management on a wide range of operational, strategic, and organizational issues, providing actionable recommendations for improvement.
- Assist in identifying key performance indicators (KPIs) and metrics that help evaluate the success of implemented systems and procedures.
- Collaborate with leadership teams to set goals and determine measurable outcomes for improved operational effectiveness.
- Program Analysis:
- Provide expert analysis and recommendations on program implementation and performance, ensuring alignment with DHS’s priorities and objectives.
- Assess program outcomes and suggest strategies for optimizing resources and achieving desired results.
- Collaborate with stakeholders to design and implement new or revised program strategies.
- Process Improvement Initiatives:
- Lead and facilitate continuous process improvement initiatives, applying industry best practices and methodologies such as Lean, Six Sigma, or other process improvement models.
- Track and measure the success of process improvements and adjust strategies as needed to ensure ongoing operational optimization.
Qualifications:
- Education:
- Bachelor’s degree in Business Administration, Public Administration, Management, or a related field. Equivalent work experience may be considered in lieu of formal education.
- Experience:
- 8+ years of experience as a management analyst or in a similar role, preferably supporting government agencies or large organizations.
- Strong background in conducting organizational studies, designing systems and procedures, and improving operational efficiency.
- Experience in preparing operations and procedures manuals, and conducting work simplification and measurement studies.
- Familiarity with program analysis, business process improvement, and performance evaluation methodologies.
- Skills and Competencies:
- Excellent analytical skills, with the ability to identify issues, evaluate solutions, and recommend practical and effective improvements.
- Strong project management skills, with experience in leading cross-functional teams to implement process improvements and operational changes.
- In-depth knowledge of systems analysis, process optimization, and program evaluation techniques.
- Proficiency in the use of data analysis tools, project management software, and Microsoft Office Suite (Excel, Word, PowerPoint).
- Exceptional communication and interpersonal skills, with the ability to interact effectively with senior management, stakeholders, and staff members.
- Strong problem-solving abilities and attention to detail, with the capacity to develop creative solutions to complex challenges.
- Certifications (Preferred):
- Six Sigma or Lean certification (Green Belt or Black Belt).
- Project Management Professional (PMP) certification.
- Certified Management Consultant (CMC) or other relevant management certifications.
