This is a hybrid/on-site position located in Tyson's Corner-Vienna, VA. Weekly on-site team, partner, and client meetings are expected regularly.
Position Description:
Ardent is seeking a talented Capture Manager to drive business development and capture efforts under the Solutions for the Information Technology Enterprise III (SITE III) contract vehicle, supporting the Defense Intelligence Agency (DIA), National Geospatial-Intelligence Agency (NGA), and Department of Defense (DOD). This role focuses on identifying and securing opportunities that align with the SITE III scope, including innovative IT solutions that address evolving intelligence and security needs for mission customers. The ideal candidate will possess a deep understanding of federal contracting, capture management best practices, and a thorough familiarity with SITE III requirements and objectives.
Responsibilities and Duties:
- Capture Development:
- Establish and nurture strategic relationships with DIA, NGA, and DOD stakeholders, as well as industry partners, to position the company for success under SITE III.
- Identify and qualify new SITE III opportunities through detailed market analysis, networking, and participation in industry events.
- Develop and implement capture strategies with a one- to three-year horizon, focused on SITE III task orders that align with DIA’s mission and objectives.
- Analyze the competitive landscape for SITE III opportunities to inform win strategies and value propositions.
- Capture Management:
- Lead the capture process for SITE III task orders, including crafting capture plans, value propositions, and proposal strategies tailored to DIA and NGA requirements.
- Collaborate with technical and subject matter experts to develop innovative and compliant solutions that align with DIA’s SITE III objectives, including SCRM (Supply Chain Risk Management) plans and ICT safeguards.
- Oversee the end-to-end proposal development process, ensuring compliance with task order requirements, IC directives, and CIO standards.
- Drive the execution of capture plans to maximize the probability of winning task orders under the SITE III vehicle.
- Customer Engagement:
- Serve as a trusted advisor to DIA, NGA, DOD customers, providing insights and recommendations on leveraging SITE III capabilities to meet mission-critical objectives.
- Build strong relationships with customers, understanding their IT challenges and delivering innovative solutions aligned with SITE III goals.
- Market Research and Analysis
- Conduct in-depth research to uncover opportunities within the SITE III framework, focusing on IT modernization, infrastructure optimization, and secure cloud initiatives.
- Leverage federal procurement tools such as GovWin and FPDS to analyze trends and inform strategic plans for SITE III task orders.
- Stay current on DIA, NGA, DOD, and IC directives, including the CIO Technical Leadership Council (TLC) guidance, to ensure alignment with SITE III task order requirements.
- Collaboration and Teamwork
- Partner with internal teams, including technical experts, project management, and executive leadership, to align capture efforts with corporate goals and DIA priorities.
- Foster a collaborative environment that encourages innovation, teamwork, and knowledge sharing to achieve success under SITE III.
Requirements:
- Bachelor’s degree in Business, Cybersecurity, Information Technology, or a related field (preferred, will accept experience in lieu of a degree).
- Minimum 5 years of experience in federal capture management, business development, or proposal management, with a focus on cybersecurity or information assurance projects.
- Experience working on DIA, NGA, DOD or similar intelligence-focused IT contract vehicles, including IDIQ task orders.
- Deep understanding of DIA’s SITE III IDIQ vehicle, including its scope, objectives, and requirements for task orders.
- Proven track record of successfully managing and securing task orders under IDIQ contracts, with experience in federal IT modernization, cloud initiatives, and secure IT solutions.
- Strong written and verbal communication skills, with the ability to articulate innovative IT solutions clearly and persuasively.
- Demonstrated ability to build and maintain relationships with intelligence community stakeholders and industry partners.
- Highly motivated, results-driven, and adept at managing multiple priorities under tight deadlines.
