Come join our talented team that delivers Application Operations, Maintenance, and Modernization services while sustaining mission-critical grants management systems for a federal agency. Our team consists of application developers, business and requirements analysts, project managers, and database developers and administrators. We are embarking upon exciting initiatives to modernize multiple legacy on-premise systems. We are performing systems engineering tradeoff studies to evaluate and eventually implement alternative state-of-the-art technologies while we implement ongoing minor system fixes and enhancements.
Our vision is to migrate all of the heterogenous on-premise host platforms into an integrated, shared services Cloud computing environment.
Summary of Major Job Functions
The Cloud Data Architect designs and implements data systems and processes in a FedRAMP-certified, Cloud-based Software-as-a-Service (SaaS) environment for a key Grants Management System. The successful candidate will use a variety of platforms, tools, and services to ensure that the cloud infrastructure meets HUD’s business needs for scalability, portability, maintainability, availability, configurability, security, performance, and cost efficiency.
Specific Cloud Data Architect responsibilities include:
- Provide Enterprise, Data, and Cybersecurity guidance to a team of Application Software Developers performing agile development and testing in a FedRAMP-certified, Cloud-based Software-as-a-Service (SaaS) environment to modernize an existing application that is currently hosted on an on-premise Linux/Oracle-based system
- Lead activities associated with re-platforming of system(s) to reduce the technical debt and ensure that the technical stack remains current and operational, and support data migration of legacy applications into a FedRAMP-certified shared services environment
- Ensure overall governance objectives are met with planned application migrations to the Cloud, including alignment with HUD’s Enterprise Architecture (EA), Enterprise Security Architecture (ESA), Business Reference Model (BRM), Service Component Reference Model (SCRM), Data Reference Model (DRM), IT Policies and Directives, Principles, and Best Practices
- Identify and validate Data Exchange Protocols, Data Structures, and Data Formats to ensure system interoperability with externally-interfaced systems and applications
- Ensure full compatibility with MicroStrategy Reports Generation and SiteMinder User Authentication capabilities
- Develop Use Cases, Data Flows, and Context Diagrams
- Formulate Standard Data Elements and Data Dictionaries
- Define how data is processed and distributed across stakeholders and other applications for reporting and analytics
- Develop Data Migration Plans to ensure full data integrity post-migration
- Develop a plan to ensure the implementation of widely adopted User Interfaces (UI) with positive User Experiences (UX)
- Support Business Process Re-engineering (BPR) initiatives
- Guide system designs in order to:
Improve system capability and/or performance through system modifications and enhancementsImplement new or enhanced functionality to satisfy legislative mandates, new regulatory requirements and governance, or federal financial management policies and proceduresPrimary Responsibilities
- Provide Enterprise and Data Architecture services in support of Cloud-based Software Development activities
- Guide Agile Software Development Teams that develop, test, deploy, maintain, and enhance Cloud-based applications, providing hands-on technical assistance when required
- Manage relevant stakeholder communities
- Develop Enterprise and Data Architecture technical deliverables
Requirements
- Bachelor’s Degree in Computer Science, Business, Accounting, Finance, Mathematics, or similar discipline. Substitution of experience for education may be made where four (4) years of additional experience will be equivalent to a four (4) year
- Minimum of 8 years of Software Development experience
- Minimum of 4 years of demonstrated experience in the Job Functions described above
- Expertise in Data Architecture in a Cloud-based SaaS environment (such as Salesforce or ServiceNow)
- Possess experience in: Data Modeling, Data Structures, Data Flows
- Familiarity with Agile development methodologies
- Knowledgeable in workflow automation
- Strong teamwork skills
- Excellent verbal and written communication skills
Desired Skills & Qualifications
- Experience with federal grants programs
Certifications:
At least one of the professional certifications
- Certified Data Professional (CDP)
- Certified Data Architect
- Certified Data Management Professional (CDMP)
- Equivalent Cloud Architect Certifications

Other Information
- The salary for this position is $125,000 - $142,000 annually
- This role offers a flexible work arrangement, primarily remote with the understanding that occasional on-site presence may be required to support client needs
