Program Support Specialist
Perform various activities involved with the award and administration of discretionary grants. This includes coordinating closely with the Head Start Managers and the Grants Officer on each grant especially when dealing with high-risk grantees.Provide support services related to the programmatic administration of Head Start and Early Head Start grants. This includes activities related to supporting the OHS goals and objectives to improve accountability, school readiness, and program performance for Head Start grants and provide effective guidance, technical assistance, and direction to grantees in implementing Head Start programs.Assist in collecting, aggregating, and analyzing enrollment data for grantees.
Using HSES and existing databases and spreadsheet applications to support the collection, compilation, and analysis of grantee enrollment data, including end-of-month (EOM) reporting data. Provide administrative, data entry and management, data analysis, and technical writing support for Regional Office systems used to track and resolve a variety of issues involving Head Start grantees, including external inquiries, complaints, incidents, and special interest situations involving Head Start grantees.
This is an evergreen position, meaning we are always accepting applications and continuously recruiting for this role, though it may not be actively open at this time.
Responsibilities:
- Provide ongoing assistance to grantees by facilitating the interpretation and understanding of Federal HS Program Performance Standards
- Provide consistent oversight and support to grantees to ensure full compliance with all Federal regulations
- Maintain detailed and complete official electronic grant files, records pertaining to the receipt and tracking of grant applications and the grant review process, including negotiations and any post-award change requests
- Participate in onsite monitoring visits, including follow ups and desk reviews as part of the monitoring review process.
- Participate in onsite yearly grantee visits as scheduled by the Regional Office
- Review programmatic status reports, Program Information Report (PIR) data, monitoring data, monitor review findings, and work with programs to resolve any issues, noncompliance’s or deficiencies.
- Utilize the Grant Solutions and Head Start Enterprise (HSES) as needed
Qualifications:
- A minimum of a BA or BS Degree, with a preference for a Master’s degree, in a field related to behavioral or social science, early childhood education, or public administration from an accredited university or college;
- Bachelor’s degree in business, public administration or related field, masters degree preferred, from an accredited university or college
- At least 5 years of progressive professional experience directly related to the task activities including federal discretionary grants management, non‐profit or for‐profit program and/or financial management, and regulatory compliance monitoring and oversight.
- Demonstrated knowledge and experience working with early childhood programs, with a preference for Head Start/Early Head Start programs.
- Demonstrated knowledge with Head Start Program Performance Standards desirable.
- Demonstrated ability in utilize a variety of data management software packages.
- Demonstrated ability to aggregate, analyze and present data gathered from multiple sources.
- Demonstrated ability in utilizing a variety of web-based and off the shelf data management software packages e in successfully engaging in complex, multi‐faceted projects including experience in implementing quality assurance systems and follow‐up.
- Demonstrated ability to communicate clearly, both orally and in writing, and produce high quality written products such as memoranda, presentations and correspondence.
- Highly organized with attention to detail

- Must be able to pass a government public security clearance that takes 6-8 weeks
