POSITION SUMMARY


The Executive Vice President and Chief Financial Officer (EVP CFO) is an executive role who participates in the planning and direction of all aspects of DNWest’s operational policies, objectives and initiatives, and shares responsibility with the executive leadership team for the attainment of short- and long-term financial and operational goals. The role is responsible for the planning, development, implementation, and on-going evaluation of finance, and information technology, and various aspects of risk management.

As a member of the executive leadership team, this individual must actively foster an organizational culture based on collaboration, support, and constructive feedback.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES


Financial Management


  • Develops and monitors fiscal policies for all programs to assure compliance with regulatory requirements.
  • Provides direction to Finance staff, and directing procedures and systems necessary to maintain proper records and to afford adequate accounting controls and services.
  • Directs budgeting, audits, accounting, and cost report activities for DNWest. Responsible for overseeing the timely and accurate completion of annual audits, cost reports, tax returns and other regulatory reports.
  • Analyzes DNWest’s financial position and issues financial and operating reports. This includes evaluation of all organ acquisition costs and charges to ensure they are accurate indicators of all expenses incurred and that all organ acquisition fees are sufficient to cover the organization's expenses.
  • Maintains knowledge of all federal and state regulations pertaining to organ procurement and transplant services reimbursement. This includes serving as the liaison with the Medicare fiscal intermediary for the End-Stage Renal Disease Program to maintain up-to-date awareness of actions, plans, policy changes, and decisions affecting DNWest.
  • Maintains all records pertaining to payroll, paid time off, retirement plans, insurance, travel and expenses reimbursement, accounts payable (both institutional and vendor), accounts receivable and other benefits as provided by DNWest. Process W-2s, Federal Insurance Contributions Act (FICA) payments, and quarterly reports. Processes all invoices in a timely and accurate manner.
  • Evaluates and serves as liaison with certified public accounting (CPA) and financial consulting firms, financial institutions, and federal granting agency (Public Health Services-PHS/Health and Human Services-HHS).
  • Responsible for presenting monthly statistics, financial statements, and operating reports (e.g., budget vs. actual income statements, balance sheets, cash flow analysis, cost reports, etc.) apprising the President and Chief Executive Officer (P CEO) of any major and/or adverse trends in financial operations.
  • Assumes responsibility for cash management including recording of all financial transactions.
  • Develops a financial, statistical database allowing for various types of financial and cash flow modeling.
  • Oversees appropriate contracts review process, schedules, and supplements for leasing arrangements.
  • Ensures appropriate development and maintenance of DNWest chart of accounts; assigns new classifications as needed. Assumes responsibility for the correct and accurate classification of all expenditure and documents, including capital and others.
  • Assist with development/negotiation of financial and other contractual arrangements, including loans, lines of credit, etc.

Information Systems


  • Participates with senior leadership and a team of support services directors including Human Resources, Information Technology, and Quality Systems in developing software and hardware to establish and support reliable clinical, technical, and personnel related database systems.
  • Responsible for capital budget requests for information systems.

Administrative/Management


  • Participates in strategic planning with executive leadership team; implements strategic planning in department as needed.
  • Actively participates in organizational functions as needed.
  • Maintains professional relationships and rapport with management, medical, nursing, and ancillary staffs within and outside the organization.
  • Provides support for Secretary/Treasurer of DNWest’s Board of Directors, provides financial reports at finance committee and board meetings.
  • Ensures fiduciary oversight and due diligence evaluation of effective and risk-appropriate investment strategies decisions and allocations.
  • Participates in local professional organizations as they relate to duties and responsibilities of this position. Serves on various committees and completes special projects as assigned.

  • Maintains professional competency in order to provide leadership and consultative services to staff, transplant centers, laboratories, and other related agencies.
  • Defines personal and professional goals and develops a plan and support from the P CEO to achieve these goals. Seeks opportunities to improve job performance.
  • Develops and maintains effective external financial and strategic relationships.

QUALIFICATIONS


  • A strategic perspective and extensive financial management experience, demonstrating executive scope appropriate to oversight of a complex institution.
  • Executive experience in the field of medicine or the helping professions (e.g., mental health), an understanding of the culture and institutions of medical practice and the health professions, and, in the ideal case, familiarity with the field of organ recovery and transplantation.
  • Proven leadership ability, with a broad array of skills transferable to a complex, human services organization. Experience in close collaborations with operations and program officers.
  • Highly developed communication skills – and especially exceptional listening skills -- enabling this person to articulate a complicated and emotional subject, to project an image of care and responsibility, to inspire confidence and trust, to influence opinion and policy. Ability to communicate at all levels and with key stakeholders in a professional manner and make presentations before the Board.
  • Ability to work closely, in partnership, and in a position of leadership with a diversified staff, in a style of respect and collaboration. A natural motivator and mentor.
  • Ability to identify and recruit able staff, and to motivate, develop, and inspire an effective professional and volunteer workforce. Expects and inspires high-level performance.
  • Ability to make informed decisions, and to implement such decisions with attention to detail and follow-through.
  • Passion for the work, compassion for donors and their families, high energy, durability, a healthy sense of humor and perspective, and the ability to maintain a healthy, gratifying, congenial environment for staff. 

EDUCATION AND EXPERIENCE


  • Bachelor’s degree in Accounting, Finance, Business, or Heath Care Administration.
  • Master of Business Administration (MBA) and/or a progress towards earning a MBA program preferred.
  • Certified Public Accountant (CPA) preferred.
  • Minimum 6 - 10 years of experience within the healthcare industry in a reimbursement or financial capacity.
  • Previous experience as Vice President of Finance or CFO.
  • A master’s degree in a related field (may be substituted for two years’ experience).
