Making Cents International, under the USAID IDAMS activity, is seeking a Deputy Team Leader to support an analysis in Jamaica focused on persons with disabilities. The primary objectives of the analysis are to:
• Identify barriers and needs associated with income-generating opportunities for Jamaica’s diverse disability community, particularly in rural areas.• Develop actionable recommendations to enhance disability inclusion in current and future USAID activities.• Document accessible methods to engage persons with diverse disabilities in co-creation activities.This analysis will inform and guide a co-creation process involving USAID staff, persons with disabilities, and organizations serving the disability community to develop new USAID programming for Jamaica’s disability community.For the analysis, the Deputy Team Leader will play a key role in overseeing the planning and implementation of in-country research activities.
They will contribute to data collection, analysis, and reporting efforts, working closely with the Assessment and Design Team Leader and collaborating with two Data Collectors/Logisticians. This position will primarily be based in Kingston, with potential travel to rural areas as needed.
Role and Tasks
The Deputy Team Leader will coordinate and manage the planning and execution of data collection. Tasks may include but are not limited to:• Analyze country policies, USAID program documents, and recent development analyses.• Collaborate with the Assessment and Design Team Leader to create the analysis work plan, matrix, and data collection tools.• Assist in preparing and submitting the University of the West Indies IRB application.• Help identify interviewees, including from USAID, partners, government, and the private sector.• Manage scheduling and logistics for key informant interviews (KIIs) and focus group discussions (FGDs) to take place in Kingston and during a 13-day site visit.• Attend meetings and planning sessions as requested.• Train the data collection team on engaging marginalized populations.• Supervise data collection activities in multiple parishes and submission of notes/transcripts.• Conduct KIIs and FGDs, documenting field notes or audio recordings.• Participate in briefings and debriefings with stakeholders.• Assist in analyzing data and drafting findings.• Contribute to recommendations for future programming.• Support delivery of final presentation to stakeholders.• Assist in reviewing and refining the final report, incorporating USAID feedback.
Proposed Level of Effort and Work Schedule
The maximum Level of Effort (LOE) for this role is 37 days. The assignment is anticipated to commence in February 2025, with the in-country research phase tentatively scheduled for completion by June 2025. The Deputy Team Leader is expected to be fully available throughout the data collection phase.
Consultancy Requirements
• Resident of Jamaica• Fluent in English• Bachelor’s degree with a minimum of eight years of relevant experience, Master’s degree with at least four years of experience, or PhD with a minimum of two years of experience• Proven experience supporting research activities in Jamaica, including participation in assessment teams, conducting analyses, and drafting reports in English• Demonstrated experience conducting research with the disability community• Strong knowledge and experience addressing gender issues in Jamaica• Previous experience working on international donor-funded projectsMaking Cents International is a certified B Corporation, founded on the principles of social entrepreneurship.
