Making Cents International is recruiting for the anticipated USAID Dominican Republic (DR) Monitoring, Evaluation, and Learning (MEL) and Support Services Platform Activity. The Activity will include a broad range of specialized technical assistance, including MEL services and translation, logistical, and facilitation assistance in the execution of internal and external activities for the Mission. Services requested by USAID/DR may include performance monitoring, research, assessments, cost analyses, performance and impact evaluations, learning services and knowledge management, MEL capacity strengthening, translation services, and facilitation support for meetings and events. Collectively, services provided under the Activity will support the achievement of USAID/DR’s development objectives, with a focus on the needs and perspectives of local communities, women, youth, and other marginalized or under-represented groups.

Role and Tasks
The Senior Evaluation, Research, and Assessment (ERA) Advisor will be responsible for leading the design and implementation of evaluations, surveys, assessments, and special studies. They must work collaboratively with USAID Mission staff, IPs, and the Activity team to provide responsive, flexible, robust, and rigorous evaluation, research, and assessment services. The Senior ERA Advisor will be responsible for:
- Providing technical leadership on evaluation, research, and assessment activities and processes, including study design, data collection approaches, analysis procedures, and data quality assurance.
- Overseeing and managing performance and impact evaluations, surveys and assessments, cost-benefit and cost-effectiveness analyses, and other research.
- Directly managing research teams and subcontractors in the conduct of ERA activities.
- Supervising and mentoring related staff.
- Coordinating and collaborating with other Activity components to develop and implement robust learning and dissemination activities to ensure that ERAs are relevant to USAID and other audiences, support learning, and achieve maximum utilization for program development and adaptation.
Qualifications
- PhD with at least 5 years of experience or a master’s degree with at least 10 years of experience.
- At least 8 years of experience designing, managing, and implementing performance and/or impact evaluations, assessments, and research.
- Demonstrated excellent written and verbal communications skills in Spanish and English.
- Experience with quantitative and qualitative data analysis and data analysis software. Knowledge/experience with GIS data mapping is a plus.
- Expertise in conducting data analysis, quality assurance processes, and writing reports in English.
- Experience with international donor-funded projects, ideally USAID-funded evaluations, assessments and research activities.
- Demonstrated supervisory, mentoring, and capacity-building experience with staff and/or consultants.
- Expertise in issues related to data collection and working with local communities, women, youth, and other marginalized or under-represented groups when conducting evaluations, assessments, and research preferred.
