Capture Management Analyst II

Job Summary:

We are seeking a Capture Management Analyst with a strong focus on the federal health market, specifically Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), and the Food and Drug Administration (FDA). The Capture Management Analyst will provide support to the EVP Growth and BD/Capture Managers by conducting market research, gathering and analyzing opportunity data, and documenting and presenting analysis results. The Capture Management Analyst will use the data gathered to help drive the team to reach informed decisions. The role will require the individual to work with complex data sets; gather and analyze data from various sources to identify trends, risks, and opportunities in capture efforts; and report the data findings to the leadership in a clear and concise manner.

Key Responsibilities


  • Capture Strategy Development Support: Provide support for the development and execution of capture strategies for specific HHS, CMS, and FDA opportunities, ensuring alignment with company growth goals and client needs. This may include marketing activities to help develop content for one-pagers or white papers as it relates to specific opportunities.
  • Client Understanding: Conduct research to gain insights into agency missions, budgets, and procurement strategies.
  • Competitive Analysis: Conduct market research and competitive analysis to understand client needs (e.g., budgets, technology landscape, areas of interest), identify key competitors, and establish competitive advantages.
  • Capture Planning and Execution: Participate in the capture process from opportunity identification through proposal submission, including facilitating pipeline and gate reviews, supporting weekly/monthly BD reporting, and developing win themes, value propositions, and price-to-win strategies.
  • Proposal Development Support: Collaborate with proposal managers, solution architects, pricing, and technical teams to produce compliant, high-quality proposals that align with agency requirements and highlight competitive differentiators. This collaborative effort may include writing proposal content and participating in proposal color reviews.
  • Teaming and Partnership Analysis: Research teaming partners, perform analysis, and help to identify strategic partnerships and teaming arrangements to enhance proposal strength and competitiveness.
  • Pipeline Management: Help maintain and update the pipeline of federal opportunities, monitoring and advancing opportunities through the different gates and phases (e.g., funnel, qualified, etc.). Help identify, research, analyze, and qualify opportunities through the business development life cycle.
  • Risk Management: Help the BD team identify and mitigate risks associated with capture and proposal activities, supporting the implementation of solutions to address potential obstacles.

Qualifications:


  • Experience: Minimum of 3 years of experience in capture management and/or business development within federal agencies, preferably with a focus on HHS, CMS, and/or FDA[LB1] .
  • Education: This job does not have an education qualification requirement, but some college is preferred.
  • Expertise:
  • Knowledge of HHS/CMS/FDA programs, procurement processes, and government contracting vehicles (e.g., IDIQs, GWACs, BPAs).
  • Proven track record of capturing and winning complex federal contracts in the health sector.
  • Familiarity with various tools and services used to gather market research about various opportunities.
  • Ability to build relationships within federal health agencies and an understanding of their mission, budgets, and challenges.
  • Skills:
  • Strategic planning and analytical skills, with the ability to create and implement successful capture plans.
  • Strong networking, negotiation, and interpersonal skills to effectively engage clients and partners.
  • Excellent written and verbal communication skills, with experience in proposal writing and compliance.
  • Proficiency in CRM tools and Microsoft Office Suite.
  • Certifications: APMP or other relevant certifications in capture management, proposal management, or project management are advantageous.

  • Microsoft Office suite including Word, Excel, Outlook, PowerPoint, SharePoint, Visio
  • Understanding of the federal government contracting process
  • Written and verbal communication skills
  • Working in a team environment, but also as a self-starter or independent worker

Salary & Benefits Information:


  • The pay for this position ranges from $90,000 to $110,000 annually,
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
