Senior Program Manager


Copper River Technologies is seeking a highly experienced and dynamic

Senior Program


Manager to oversee the performance and daily operations of our work at Washington Headquarters Services. The Senior Program Manager will have full authority to manage contract matters, ensuring seamless execution of all aspects of the program. This role requires exceptional leadership and strategic oversight in planning, developing, integrating, and executing complex defense-related research, engineering, and technology development programs. This position is on site at the Mark Center in Alexandria, VA.

Responsibilities (include but are not limited to):


  • Serve as the primary point of contact for the Contracting Officer and have full authority to act on all matters relating to the daily operations of the contract.
  • Manage and oversee all program activities, ensuring alignment with contract requirements, timelines, and deliverables.
  • Lead program planning, development, integration, and execution efforts for major research, engineering, and technology development programs.
  • Provide strategic guidance, leadership, and support to cross-functional teams to ensure effective program delivery.
  • Ensure all tasks are performed in compliance with applicable government regulations and quality standards.
  • Foster strong relationships with key stakeholders, including defense agencies and internal teams, to ensure smooth program execution.
  • Supervise and mentor program management personnel, including ensuring proper staffing, training, and performance management.
  • Maintain and report on the program’s progress, addressing issues and risks as they arise.
  • Act as the escalation point for resolving high-priority programmatic challenges and provide strategic solutions.

Essential Job Requirements:


  • Clearance:
  • Must possess a Secret security clearance.

  • Education/Certifications:
  • Master's Degree or equivalent in a relevant field.
  • Project Management Institute (PMI) Project Management Professional (PMP) Certification or an equivalent credential.

  • Required Knowledge/Experience:
  • A minimum of 20 years of program management experience, including demonstrated success in a supervisory role.
  • Extensive experience in leading complex research, engineering, and technology development efforts for defense agencies.
  • Proven ability to manage highly diversified requirements and deliver programs that meet strategic goals.
  • Strong experience in planning, integrating, and executing large-scale programs, ensuring all phases are completed on time, within scope, and within budget.

  • Skills & Competencies:
  • Excellent leadership, communication, and interpersonal skills.
  • Strong problem-solving capabilities and the ability to manage competing priorities.
  • In-depth knowledge of project management processes and tools.
  • Ability to lead, motivate, and mentor teams to ensure high performance.
  • Deep understanding of defense and government contracting requirements and processes.
  • Ability to navigate complex regulatory and compliance environments.
