Lead Housing Case Manager

GENERAL RESPONSIBILITIES:


This position promotes the mission, vision, values and strategic plan of Neighborhood Service Organization and achieves the strategic goals and objectives of the unit.  The Lead Case Manager will carry a reduced case load and is responsible for the supervision of the Bell Housing Team members. In addition, the lead works with the Supportive Housing Supervisor to assure compliance with multiple funding sources and contractual obligations and the quality of services provided.  Responsibilities include: the supervision of the Bell Housing Team Members (Case Manager and Certified Peers).

  Job is performed during NSO business hours and requires flexibility.  Driving is a requirement of the position.

MINIMUM QUALIFICATIONS:


Education:  

BA/BS/BSW + 3 to 5 years experience in a homeless services provider or other related case management setting.

Additional Skills:  

Leadership skills in developing policies and procedures which both guide and reflect services.  Ability to work as part of a team and to inspire the team spirit in others.   Experience in dealing with homeless populations.

Requirements:  

Valid Michigan driver's license and proof of auto insurance.
  • JOB KNOWLEDGE and COMPREHENSION– Understands and is knowledgeable of the duties, methods and procedures required by the job.
  • Supervises Bell Housing Team, provides individual supervision, evaluates staff performance and makes recommendations for personnel actions to the Supportive Housing Supervisor as needed.
  • Provides day-to-day Case Manager to residents in the Bell Housing Services and is responsible for the case record of those members assigned to their caseload.
  • Coordinates the Supportive Housing Services Teams in their interactions with KMG the property management company of NSO and with CMA. 
  • Responsible for overall coordination of the Bell Supportive Housing Services Team and for maintaining occupancy rates through effective navigation of CAM referrals to the Bell Building.
  • Responsible for recommending to the Supportive Housing Supervisor and the Unit Director changes that would improve service delivery and for implementing changes and new programming.
  • Provide case management services to a  reduced case load of not more than 10 consumers. 

  • ADMINISTRATION


    • Monitors and maintains data on services provided, and submits reports as required, to DWCCMHA, MDCH, MSHDA,HUD and other agencies, as appropriate.
    • Administers the supportive housing programs to ensure compliance with HUD regulations.
    • Reviews staff requests for leave and makes recommendations based upon program needs.
    • Monitors program funds for direct client assistance in coordination with the Finance Department, ensuring compliance with established accounting practices and program guidelines.
    • Assists in the recruitment of staff to ensure that vacancies are filled and program objectives are met.

  • LEADERSHIP/SUPERVISORY SKILLS
    • Able to inspire, influence, and enable others to achieve goals. 
    • Sets performance expectations of the department or individual work unit. 
    • Develops performance objectives for direct reports. 
    • Supervises staff which includes mentoring, coaching, training, and administering disciplinary actions as necessary in keeping with Human Resources policies and procedures. 
    • Delegates by allocating decision making and other responsibilities appropriately and effectively. 
    • Gives performance reviews on time and takes an active role in the development of subordinates
