Senior Financial Analyst
Job Location: Ft. Meade, MD/TeleworkPosition Type: Full-Time/RegularenGenius Consulting Group is seeking a Senior Budget Analyst to support HQ Defense Information Systems Agency (DISA).The ideal candidate will be a self-starter who can work with little to no supervision, be pro-active and able to communicate with technical experts.The selected individual will assist with the development and production of the budget justification and collaborate with program personnel to collect and analyze the following checklist of items included in the POM and BES submissions: Budget narrative, cost and revenue template, spend plans, cost transfer matrix, revenue by customer, revenue pricing structure, Fund 9 exhibits.The position will provide support with development, tracking, management, and submission of appropriated and working capital budget items for the Transport Services (IE) accounts.
He or she shall assist with formulation and distribution of the corporate taxes, collection and consolidation of the program spend (monthly obligation and disbursement) plans, and production of required APP deliverables. The analyst will assist with formulation and distribution of the management reserves and the discretionary spending targets, collection and management of the program cost and obligation spend plans, and financial oversight of the issued funding. All data, reports, tracking, management, and submission should be with 90% accuracy based on systems source data.This position supports Unfunded Requirement and Issue Paper submissions, DAR-Q and Mid-Year Reviews, as well as additional budget and execution related duties.The candidate will ideally have experience serving DISA, 8 or more years in budget related experience, and Level III Department of Defense Financial Management Certificate or equivalent (such as CDFM, CGFM, CPA, etc).The position is currently a telework position, but subject to DISA directives for on-site duty. Candidates not within commuting distance of Ft Meade, MD will not be considered.
A Secret Clearance is required.This support includes, but is not limited to:
- Responsible for development and management of program funding plans and overall budget, funding packages, contract development, future financial forecasting, as well as POM and BES submissions
- Responsible for vendor management and working with contracting officers to modify contracts and resolve contracting discrepancies when applicable
- Build and maintain funding burn rate tracker for program Contract
- Build and maintain project risk register for program Contract
- Build and maintain project schedule for program Contract
- Track C/S/P/R data for onsite Program Manager for program Contract
- Assist DISA Programs PM with business development
- Assist COR with development of funding packages and the submission process for DISA IE3
- Assist COR with QA/QC for all funding packages for DISA IE3
- Assist COR with invoice support for program Contract and IA/RMF Contract
- Track the processing of funding packages through submission to MIPR Acceptance and allocation for DISA IE3
- Assist COR with annual budget formulation and execution tracking for DISA IE3
- Track and maintain spend plans for general funds lines of accounting
- Review and approve travel expenses reports for Corporate PSS team when necessary
Mandatory Qualifications:
- Bachelor’s Degree in financial related field
- Defense Agencies Initiative (DAI) and CORAS.
- Active SECRET security clearance required.
- Minimum 8 years of financial management experience
- Minimum 2 years of DoD financial management experience.
- Proficiency in Microsoft Office Tools (Word, Excel, and PowerPoint)
- Must be within commuting distance of Ft Meade, MD and may be requested to work on-site one day per week.
Additional Qualifications (Desired):
- Working knowledge of DOD PPBE processes, with emphasis on execution functions and funding packages for Appropriated and Defense Working Capital Funds.
Required Experience:
- Minimum 8 years related budget experience in DoD (related experience in other organizations will be considered).
