Cybersecurity Manager (Planned Position)

MicroHealth is seeking a Cybersecurity Manager for effort supporting the National Guard Bureau (NGB) National Capital Region’s (NCR) Network Enterprise Center (NEC) infrastructure, networks, Audio/Visual (A/V) services, photo services, telecommunications services, and associated services. NGB NCR NEC utilizes the ITIL best practices framework as the basis for ITSM IT model. Candidate shall manage all areas of IT cybersecurity and advise the NGB NCR NEC in managing the risk of operating a network including CCRI and C&A support and tracking. 
This is a Planned Position. Location: 111 South George Mason Drive, Arlington, VA with some travel required to Offices located at the Pentagon, Ft. McNair, Joint Base Anacostia Bolling, Joint Base Myer-Henderson Hall and the NGB Alternate Site. Security Clearance Level: Active Top Secret Required Job Duties: The Cybersecurity Manager shall manage all areas of IT cybersecurity and advise the NGB NCR NEC in managing the risk of operating a network including CCRI and C&A support and tracking.  

  • Cybersecurity Compliance and Management: 
    • Maintain IT infrastructure compliant with FISMA, DoD RMF, and NIST guidance 

    • Ensure LAN and management systems comply with IAVAs 

    • Conduct weekly security scans and remediate vulnerabilities 

    • Track IAVM compliance and create/update POA&Ms 

    • Report security compliance to higher authorities 

  • Security Documentation and Policy: 
    • Maintain Information Security Plan 

    • Draft and maintain system interconnection agreements 

    • Validate asset compliance with Army Cyber, NSA, and NIST configuration guidelines 

  • Certification and Accreditation Support: 
    • Maintain NIPR and SIPR eMASS entries for RMF requirements 

    • Ensure compliance with Tenant Security Plan for ARNG ATC and ATO 

    • Test security technical controls for NGB NCR NEC LAN 

    • Support ARNG's Enterprise C&A and internal reviews 

  • Cyber Operational Readiness Assessment (CORA) Support: 
    • Maintain compliance with CORA requirements 

    • Report CORA status, findings, and results 

    • Create and track POA&Ms for CORA findings 

  • Equipment Administration and Management: 
    • Manage lifecycle and O&M of equipment within NGB NCR NEC's scope 

    • Adhere to asset and configuration processes 

    • Support Hand Receipt Holders and comply with relevant regulations 

    • Perform regular inventories and physical asset audits 

    • Record results in Asset and Configuration Audit Report 

  • Regulatory Compliance: 
    • Adhere to FAR, DFARS, DoD, Army, and NGB regulations and guidelines 

    • Ensure compliance with NIST SP 800-53 security controls 

    Required Qualifications: 

    • Bachelor’s degree or higher in Computer Science, Information Systems, IT, Cybersecurity, Statistics, Business Administration, Systems Engineering, Computer Engineering, Electrical Engineering, Mathematics, Software Engineering, or related field. 

    • A minimum of five years of experience managing cybersecurity for a DoD agency  

    • Experience managing and using the Cyber tools. 

    Required Certifications: 

    • IAM Level III Certification (CISM, CISSP, GSLC) 

    • ITIL Foundation Level Certification. 

    Salary: $140,000- $160,000 Physical Demands: While performing the duties of this job, the employee is regularly required to sit. The employee frequently is required to walk; use hands to finger, handle or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand. The employee may lift or move objects up to 5 pounds.
