Job Summary
Sun Tribe EPC (“ST EPC”) is Virginia’s premier utility scale Solar design and build firm focused on designing and constructing sub 20MW ground mounted Solar Photovoltaic (PV) facilities. The Senior Civil Superintendent diligently plans, directs, and oversees the site work construction of projects. The Senior Construction Manager diligently plans, directs, and oversees the construction of projects. As a critical part of the delivery team, the Senior Construction Manager is fully accountable for construction outcomes of the project.
They will develop construction execution strategies during preconstruction and will monitor, manage, and drive projects to stay on budget and schedule while ensuring compliance with safety, environmental, quality, design, and Sun Tribe core values throughout the course of construction. This position reports directly to the Vice President, Construction and works closely with other key staff including project management, project engineering, quality, EHS, clients, and subcontractors. Responsibilities
JOBSITE OWNERSHIP
- Point of Contact for all site matters
- Establishes a culture and expectation of compliance with respect to Site Specific Safety Plan, OSHA regulations, contract commitments, all permits, laws, and codes
- Holds all subcontractors accountable to meet contractual commitments and deliver to Sun Tribe’s expectations including safety, environment, quality, housekeeping, and schedule; elevating repeated noncompliance
- Drives forward progress by controlling the work and holding subcontractors accountable for their commitments
- Cultivates a site culture that is respectful, compliant, safe, and productive
- Coordinates delivery and removal of site infrastructure
- Manages dynamic placement of people, vehicles, materials, equipment, and infrastructure
- Posts and maintains all required signage, field documents, and permits
- Preserves Sun Tribe’s rights and interests during construction
- Ensures all personnel receive site safety orientation
- Leverages the workflows identified within the Project Execution Plan to guide construction work
- Documents and explains plan variance, seeks to reduce
- Other duties as assigned to support project success
WORKFORCE MANAGEMENT
- Organizes, and optimizes workflow between trades, driving production to meet or beat project schedule milestones
- Manages and maintains accountability for on-site external subcontractors and internal staff
- Leads Site Foreman Coordination Meeting
- Leads daily All Field Personnel Plan of the Day meeting
- Actively manages stabilization, site maintenance, dust control, and environmental remediation strategies
- Manages temporary labor resources as necessary
- Dispatches and manages AHJ inspectors, surveyor, geotechnical engineers, and other 3rd party special inspection work as required
- Schedules and coordinates presence for quality hold points
- Routinely focuses on open observations with subcontractor management to drive all open observations to closure: safety, quality, environmental
- Coordinates mobilization and demobilization of all heavy equipment
- Maintains site safety through active monitoring and management of onsite safety personnel and services
- Coordinates execution of punch list work
ACTIVE MONITORING, DOCUMENTATION, AND REPORTING
- Generates factual Daily Logs in Procore including the noting of delays and regulatory visitors
- Gathers daily subcontractor generated reports and documentation (JHAs, production reports, work permits, etc)
- Produces daily photos of site conditions and activity, with a minimum of 10 photos per or EPCA requirements (whichever is greater)
- Performs daily site walks to document EHS attributes and post observations to Procore
- Updates and distributes construction progress reports, utilizing standard templates
- Verifies subcontractor work as part of Payment Application approval
- Gathers, inputs, compile, optimize, and distributes 3-Week Look Aheads (3WLA) to project team members (including subcontractors)
- Gathers, organizes, and maintains up-to-date field redlines
- Diligently captures data with regards to open Sun Tribe to Owner change orders
- Assembles and archives all required field-based documentation and paperwork (BOL’S, passed inspections, SWPPP binder, QA/QC documentation, subcontractor reports etc.)
PLANNING AND PREPARATION
- Thoroughly reviews project documents, specifications, drawings, and standard work instructions to gain a full understanding of the work
- Leads premobilization major subcontractor readiness meetings: scope and drawings with major subcontractors
- Develops and demonstrates understanding of Prime EPC notice requirements for changes, Force Majeure, and recovery
- Develops and demonstrates understanding of major Subcontract language with respect to Scope, Default, Recovery, etc (as defined)
- Receives and stays current with required corporate-level safety training and project onboarding preparation.
CONSTRUCTION ISSUE RESOLUTION
- Leads construction troubleshooting efforts and elevate issues as appropriate before they become problems
- Manages subcontractor field activity to close observations
- Issues RFIs to engineering as needed to clarify issues prior to encountering them in the field.
MATERIAL MANAGEMENT
- Maintains inventory of Sun Tribe Equipment onsite, including construction spares
- Manages the unloading, receipt, and material receiving inspection of Sun Tribe and Owner Provided Equipment
- Performs QC checks pursuant to the EPCA and or PO terms for Sun Tribe procured equipment and Owner Provided Equipment
- Completes Material transfer forms to subcontractors to minimize ST EPC risk
- Verifies subcontractor material in advance of need
SENIOR DESIGNATION
- Supports organizational success by supporting peer Construction Managers in the performance of their work
- Brings to bear across the company’s project portfolio subject matter expertise in project construction during key moments of the project lifecycles
- Contributes actively to process improvement and to the development of the company’s set of Construction Management tools
- Supports leadership as a thought partner on the flow of construction management work through the organization, delegation of resources, and programmatic construction strategy
- Helps define construction strategy through formal processes during project preconstruction
- Serves as key construction leader for the company’s high priority projects
Basic Qualifications Required
- High School Diploma or GED required, Bachelor’s degree in construction management or related field preferred
- A minimum four (4) years experience in Utility Solar PV construction, commercial electrical contracting, civil work, or general contracting required
Skills & Experience Preferred
- Master or Journeyman Electrical License preferred
- Responsible Land Disturber preferred
- VA DEQ erosion and sediment control inspector preferred
- OSHA 30 preferred
- Detailed understanding of mechanical, electrical, structural, and civil engineering drawings required
- Strong computer skills (MS Outlook, MS Excel, MS Word, Slack, Procore)
- Ability to work well with others in a construction environment
- Proven experience directing sub-contractors and or tradespeople
- Honest, reliable, self-aware, and conscientious
- Strong interpersonal communication skills, both verbal and written
- Strong planning, organization, and prioritization skills
- Commitment to stop work in unsafe conditions

Working Conditions and Physical Requirements
- Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing, reaching, bending, crawling, or stretching
- Requires approximately 10% office work and 90% field work – construction planning is expected to take place at the Sun Tribe EPC office adopting Sun Tribe EPC policies with respect to work from home flexibility
- Must be able to lift up to 40 pounds at a time
- Wearing of standard personal protective equipment while on project sites
- Exposure to characteristic construction site hazards
- Standard work hours may be changed based on emergencies, bad weather, and other issues at the jobsite
- Some evening and weekend work is required
