Job Description:

Assist the F-35 Joint Program Office (JPO) in fulfilling its mission to deliver high-quality 5th Generation F‑35 fighter aircraft by providing oversight of F-35 manufacturing and assembly processes on-site at the Lockheed Martin (LM) Fort Worth facility, other LM facilities, and key LM subcontractors.

Responsibilities:


  • Review the Program’s manufacturing strategy, quality systems, and quality assurance planning.
  • Analyze production operations to identify areas for improvement and increase build quality
  • Identify and report manufacturing and assembly issues, impacts, and mitigation strategies to the F-35 JPO
  • Apply manufacturing best practices to improve production quality (e.g., Design and Producibility Analysis, Variability Reduction and Key Characteristics, Simulations, Process Capability and Continuous Improvement, and Manufacturing Planning and Control). Apply Lean Six Sigma tools and techniques to define, communicate, and assist in implementing improvements
  • Define performance metrics in quality control while ensuring product integrity and air worthiness and build technical reports, dashboards, and other artifacts using data science software (e.g., MATLAB, Power BI, and Tableau) to communicate facts, analysis, and insights to stakeholders.
  • Identify cost reduction initiatives that increase yield, efficiency, or production effectiveness.
  • Assess the LM’s new suppliers and the LM’s Quality Management System (QMS) and plan, which influences the Prime’s and associated facilities’ quality and contractual requirements
  • Apply knowledge quality best practices and standards (e.g., AS9100 and ISO9001), including First Article Inspection; Variation Reduction of Key Characteristics; Non-conformance Documentation; Advanced Product Quality Planning; and the Production Part Approval Process
  • Coordinate with DCMA oversight teams including industrial engineering, supply chain program integrators to perform supply chain and quality analysis; and advise the JPO on appropriate delegation of manufacturing surveillance and oversight responsibilities to DCMA by Memorandum of Understanding.
  • Perform Manufacturing Readiness Level (MRL) assessments
  • Analyze F-35 production plans across the F-35 supply chain to ensure F-35 deliveries will meet contractual requirements and ensuring adequate production capacity for future F-35 requirements
  • Review and assess Engineering Change Proposals
  • Assess and manage production tooling requirements

Requirements


  • Bachelor’s degree in engineering or technical field
  • SECRET clearance with eligibility for SAR
  • At least 6 years of experience in industrial, quality, or manufacturing
  • Knowledge of industrial engineering/manufacturing management principles and practices as they apply to the development and production of highly complex products
  • Extensive knowledge of production tooling, production processes, aircraft build-to-packages and tooling data packages, production facilities, prevailing practices and techniques, and lessons learned / best practices in the areas of design producibility, quality assurance and manufacturing planning
  • Knowledge of Lean and Six Sigma manufacturing processes
  • Familiarity with ISO9001 standards.
  • Ability to assess manufacturing processes for efficiency and conduct cost analyses and recommend improvements
  • Analytical ability for evaluating causes and effects of design, production, and quality problems, and developing workable alternatives to development, procurement, production, and reporting of deficiencies
  • Variation management, process controls, problem-solving techniques
  • Broad knowledge of Federal Acquisition Regulations (FAR) as they relate to design and development, production, and quality assurance
