We develop, own, and manage multi-family supportive housing and licensed residential care homes. SUMMARY


Brilliant Corners is seeking a Staff Analyst to work on harm reduction programs, in collaboration with health and justice partners, aimed at improving health and well being of Los Angeles residents with lived experience of substance use, sex work, justice system engagement and those experiencing homelessness or who are formerly homeless.  Harm Reduction services play a critical role in the health and wellness of DHS patients and the people served by DHS programs. Harm Reduction services are evidence-based, population health interventions are the best method of preventing overdose deaths and reducing the transmission of HIV/ AIDS and Hepatitis C.

Harm Reduction services get overdose medication and safe drug consumption supplies into the hands of people who need them. In addition to saving lives, addressing health equity and improving health and wellness, the services also build on the dignity and humanity of people who use drugs or are engaged in sex work and welcome them into a community of care.The Harm Reduction Division coordinates the Department of Health Services’ existing harm reduction efforts and leads an expansion of services. The services help address the overdose mortality crisis and reduce physical and behavioral health disparities among DHS patients, particularly for people who use drugs, people engaged in sex work, people with justice system involvement and people experiencing homelessness. This Staff Analyst will provide oversight of a pilot contingency management program designed to support program participants with making positive behavioral changes to prevent them from losing their housing and to improve their overall health outcomes. When implemented as a continuum of harm reduction programming, contingency management programs have effectively demonstrated a decrease in harmful behaviors associated with stimulant drug use. The Staff Analyst will develop policies and procedures for the program, support the development of participant selection criteria and oversee the evaluation of the project.

ESSENTIAL FUNCTIONS


Brilliant Corners is seeking candidates who have experience in harm reduction, diverse stakeholder community partnerships, program management, a background or strong interest in harm reduction and housing, and a desire to work in teams to develop and implement contingency management programs. The following are tasks associated with the position:

  • Provide technical assistance and ongoing support for service providers implementing contingency management programs
  • Design and implement creative and evidence-based program services
  • Provide operational and project management support to the program(s)
  • Manage projects, including timelines, staffing, work plans, and budgets
  • Develop and lead training, technical assistance, capacity building, and program-related support to service providers
  • Develop relationships and facilitate meetings with project team members, community partners, and other stakeholders
  • Compile metrics and data and ensure that the program is on track for client engagement and delivery of care coordination activities
  • Compile research and write reports regarding harm reduction and other harm reduction initiatives
  • Support the development of participant and housing site selection criteria

JOB QUALIFICATIONS


  • Minimum of five years of experience in program operations and management
  • Experience providing supervision/ oversight to clinicians, case managers or community health workers preferred
  • Social work or clinical experience in community-based programs preferred
  • Experience in curriculum development, training and training program oversight
  • Experience facilitating diverse community collaborations
  • Strong interpersonal skills, desire to work in a fast-paced and team-oriented environment, and ability to collaborate with many levels of a diverse staff
  • Demonstrated ability to work in collaboration with diverse stakeholders. This job will require coordination and collaboration with people with lived experience of substance use, service providers, law enforcement, prosecutors, healthcare providers, people with lived experience of the justice system and homelessness
  • Experience in programs serving people experiencing homelessness, people engaged in sex work, the reentry population, people with substance use, physical and mental health challenges, and people with disabilities highly desired
  • Experience with overdose prevention or other harm reduction programs desired
  • Experience working with criminal justice partners desired
  • Strong organizational skills, including an ability to handle multiple tasks simultaneously, pay attention to details, and meet deadlines

Education/Experience


  • High School Diploma required.  Bachelor's or Master’s degree preferred

Certificates/Licenses/Clearances


A valid California driver's license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Other Skills, Knowledge, and Abilities * Successfully clear the Live Scan process through--Los Angeles County.

Other Skills, Knowledge, and Abilities


  • Experience with providing oversight of research projects preferred
  • Knowledge of best practices in Permanent Supportive Housing

Physical Requirements


Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day.  Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely.
