We are seeking qualified Grants Specialists to support Head Start which is a nationwide comprehensive child development program serving pregnant families and eligible children from birth to five. As per Section 640(a)(1)(C)(i) of the Head Start Act, amended on December 12, 2007, a portion of the Head Start allocation is reserved for training and technical assistance (TTA) activities to enhance service quality. This is an opportunity to improve local programs' capacity to deliver high-quality services, focusing on correcting findings from federal monitoring, school readiness, and staff training/professional development needs.The ideal candidate will have knowledge of Government grants administration, budgets, contracts, and/or compliance at the state, local, or federal level supporting discretionary and non-discretionary grant programs.

Excellent tracking, reporting, and/or informing technical requirements on the grants process, team communication, and use of process improvement methodologies are essential to succeed in this role. Additionally, this role will serve as a POC for all government grant-related deliverables and activities and cultivate cross-departmental collaboration by employing clear communication of needs and objectives.THIS POSITION IS PENDING CONTRACT AWARD

Major Duties and Responsibilities


  • Support grant recipients with governance, program management, and fiscal operations on-site, in a group, and virtually, as directed by the Regional Office, by correcting areas of noncompliance and deficiencies identified through federal monitoring.
  • Establish and implement corrective action plans to address root causes of noncompliances and deficiencies for grant recipients, in partnership with the program specialist.
  • Effectively manage programs identified through oversight processes at the Regional Offices.
  • Support effective integration of management systems related to education, family services, and health services as instructed by the Regional Office through TTA coordination with Early Childhood, Family Engagement, and Health Specialists. 
  • Facilitate the adoption of emerging OHS initiatives and priorities in accordance with regional and national goals and ensure that these initiatives are adapted to local contexts to maximize their impact.Assist recipients in developing processes and skills to aggregate, analyze, and utilize data derived from a variety of sources.
  • Present and train effectively in areas related to program management and fiscal operations. 
  • Communicate regularly and timely with the appropriate Regional Office staff about TTA delivery and progress toward quality improvement or corrective actions.
  • Participate in national, regional, and state work groups and meetings as directed by the OHS.

ducation & Qualifications


  • Bachelor’s degree from an accredited four-year institution. 
  • Minimum 5 years of relevant experience, driving high-impact grants management and technical assistance deliverables in the Federal sector.
  • Extensive knowledge of early childhood education, training, and technical assistance principles.
  • Knowledge of the grants management lifecycle with experience providing analytical and reporting support. 
  • Capable of developing financial account policies, and financial tracking systems; design, develop, and deploy Dashboards and related tools. 
  • Excellent communication and interpersonal skills.
  • Proficiency in data analysis and reporting.
  • Excellent business writing skills and attention to detail; impeccable command of English grammar and the ability to communicate with key stakeholders and external partners. 
  • Proficiency with basic computer programming, including the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
